Mr. Temporary Deputy Speaker, Sir, I was just saying that, whereas I agree with most parts of the Report, on page 24, Part "V", the Assembly called for all acts of violence to be urgently and thoroughly investigated through appropriate means, and a way that helps to restore the trust of Kenyan people in democracy be April 17, 2008 PARLIAMENTARY DEBATES 543 found. You will find that the Government might have sent special District Officers (DOs) to go and investigate or identify the perpetrators of that violence. Already, we know the cause of that violence. Mr. Temporary Deputy Speaker, Sir, I think I am just in line because in the Report, we have the Kenyan situation. There is a topic. They said that we should move with speed to implement the constitutional and institutional reforms. So, I am just within. So, for the Tesos to get another constituency, there has to be constitutional reforms in Kenya. That is what I am saying. For Tesos to get employment in the Government, there has to be institutional and constitutional reforms. Thank you, Mr. Speaker, Sir, for giving me the opportunity to contribute on the President's Speech, which is the Motion on the Floor of the House. Like the other leaders who have spoken here, I also wish to thank the people of Amagoro for voting me back for a second time to represent them in Parliament. I promise I will not let them down. Mr. Speaker, Sir, I have not even mentioned their names or their titles. As I said, in various parts Kenya, both Emuhaya and Teso districts, included and all over, assistant chiefs, chiefs and DOs were distributing money. Let us not deny these things in broad daylight. It was happening.

Mr. Speaker, Sir, at times it becomes very difficult to withdraw a fact; something so practical that happened on the ground. I will have to bring documents here later on to show that these people actually recruited agents, distributed money and campaigned for that party. But for the purpose and the honour of this House, in the meantime, I withdraw. I wish to say that in the changes to the Chiefs Act that will come, we should include severe penalties for those civil servants who break the law by engaging in politics. There is also the issue of internally displaced ...

Mr. Deputy Speaker, Sir, I would like to congratulate the hon. Member for Ol Kalou, but the amendments that have been passed is a lesson to the President that he cannot just go and make pronouncements that certain women from certain organisations can just jump into the CDF Committees. Mr. Deputy Speaker, Sir, I would also like to support Prof. Ojiambo who said that we have so many women groups whose members can be co-opted into the CDF Committees and not just particular women groups. Thank you.
