Mr. Speaker, Sir, cases of violence in Malaba Town and along the Kenya- Uganda border have been very frequent. It is unfortunate that because of the laxity of the police, we have not been able to contain the situation. What is the Assistant Minister going to do to ensure that those police officers who have overstayed either in Busia, Adungosi or Malaba police stations are transferred elsewhere, so that we can have new police officers handling security matters?

Mr. Deputy Speaker, Sir, I am talking of the period from July, 2006 to today. This is June, 2007. This Ministry cannot afford to process 15,000 identity cards per year. Your Excellency, the hon. Awori, can I rely on your answer that in a few days to come they will have processed them? Secondly, is it true that your Ministry has blacklisted some areas like Ukambani, Nyanza, Teso and Rift Valley Province because they are ODM areas?

Mr. Speaker, Sir, as we talk, we have centres in Busia and Malaba towns and along the Kenya-Uganda border where people are purchasing guns and bringing them into Kenya. What measures is the Assistant Minister putting in place to ensure that guns which are purchased from Uganda and elsewhere do not get easy entry into Kenya? This is happening and our police officers are just watching. Even intelligence officers are doing nothing about this. I can even take you where this is happening.

Mr. Temporary Deputy Speaker, Sir, it is unfortunate that the Assistant Minister is referring to the Kshs2.1 million, which was approved during the KANU Government. I am asking about the 2005/2006 projects, which were submitted. I think they were 40 projects, ten from every division but, to date, none has been funded. Could the Assistant Minister be very specific? Forget about the KANU projects and the Kshs2.1 million, and talk about the ones the NARC Government have actually implemented!

Mr. Temporary Deputy Speaker, Sir, it is very unfortunate that five years 1748 PARLIAMENTARY DEBATES June 13, 2007 down the line, this Government has put up only about 20 classrooms in Teso District out of the required 2,800. However, I am happy that the Assistant Minister says that the district will be considered in the next phase. But what happened to the ADB projects, because we also brought a proposal for five schools to be funded, but none of them has been funded so far?

Mr. Temporary Deputy Speaker, Sir, the reason why the people of Pokot are not making any complaint to the police is because four police officers were killed including an Officer Commanding Station (OCS). So, they cannot risk making a report that Master Lokiriapus was killed. What neutral measures will the Assistant Minister take to ensure that an inquest is put in place to ensure that the deaths of the police officers and that of Lokiriapus are investigated properly?

Mr. Temporary Deputy Speaker, Sir, Master Lokiriapus was killed! I have talked to the Assistant Minister and even showed him the index number. He can even confirm from the school; he needs not report to the police station. However, during the operation that day, hon. Members from Pokot, Messrs. Kamama and Moroto were there and the police nearly killed them. Could the Assistant Minister confirm to the House that the hon.
