  • 3 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I must thank the Assistant Minister for saying that he will bring a Bill to be discussed in Parliament. But he has stated that provincial May 3, 2007 PARLIAMENTARY DEBATES 1113 commissioners held meetings with the leaders from the affected districts to discuss the issue of boundaries. When were the meetings called? In Teso, Bungoma and Mt. Elgon districts, for example, leaders have never been invited to any meeting to determine the boundaries. When shall we, as leaders, be called to those meetings to discuss with our neighbours about the issue of boundaries, amicably? view
  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant says that they do not have money in the Ministry now, but have they made any efforts to talk to the Department of Disaster Management in the Ministry of Special Programmes for any funds to assist this institution? view
  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Speaker, Sir, I rise to seek a Ministerial Statement from the Office of the President. In the run-up to the referendum, the Government created several districts. Since then, the Government has been going down, unilaterally, trying to map out the boundaries and, very soon, maybe next week, it is going to gazette the boundaries, which might cause friction in the country. I would like the Ministerial Statement to address the following issues:- (i) The exact number and names of the districts which have so far been created. (ii) When the official boundaries of these districts will be ... view
  • 24 Apr 2007 in National Assembly: asked the Minister for Local Government:- (a) whether he is aware that Malaba Town Council is illegally collecting land rates from its residents; and, (b) who authorized the council to collect the said rates. view
  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, the Assistant Minister has confirmed that they are collecting rates from the residents of Malaba Town Council, but legally. Is he aware that two weeks ago, the Minister of Local Government, Mr. Kombo, was in Malaba Town because the residents had refused to pay those rates? He promised them that he was going to reverse that valuation roll. view
  • 24 Apr 2007 in National Assembly: I need to ask the last question, Mr. Deputy Speaker, Sir. view
  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, indeed, there was an illegality in the whole exercise in that the council prepared this thing but never informed the public as required by the Valuation Act. Now that the Minister made a mistake by gazetting this valuation roll, what remedy do the residents have so far? He cannot revert it himself! view
  • 17 Apr 2007 in National Assembly: asked the Minister for Energy:- (a) what the ongoing electrification projects in Teso District are; (b) when the works on these projects were started and when they will be completed; and, (c) who the contractors for the above projects are and how much they were contracted for. view
  • 17 Apr 2007 in National Assembly: Mr. Speaker, Sir, first of all, I must thank the hon. Assistant Minister for the answer. However, it is true that these projects were initiated three years ago. Could he inform the House whether his Ministry signed any performance contracts with these contractors because it has been a very long time since these projects were started? view
  • 17 Apr 2007 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister tell us when he will volunteer to visit and see these projects, so that he feels how frustrated wananchi are on the ground? view
