I want to support this amendment, but I also want to say that the issues you are hearing our side raising all along with regard to the county assemblies is because this Senate has endeared itself as one of the institutions that protects devolution. Kipchumba Murkomen and the Senate Minority Leader, the whole of yesterday and Tuesday, we had serious delegations from Nandi County. It is unfortunate that the Chair did not recognize them, particularly on the very nice compliments that you have shared that their Senators are part of the leadership of the Senate, present in the House and actively contributing, I believe that I should have also benefited from those compliments. view

If county governors will not be accountable and resist the oversight role of the Senate, then devolution will fail. Mr. Speaker, Sir, all of us appreciate the fact that counties have very little resources. These House continues to seek avenues of increasing the resources that go to counties. We deliberated on this Bill and solicited the views of all the stakeholders under the leadership of the Attorney-General Emeritus . We solicited views from all the stakeholders and drafted an amendment. However, when you look at the amendment by Sen. G.G Kariuki, just like the one by Sen. Kipchumba Murkomen, is he in order to make such kind of comments knowing that he is already a sponsor of a Bill in this House that tries to set the limits or the percentages between development and recurrent expenditures? If we are prepared to walk in that line of sharing or apportioning the percentages on recurrent and development expenditures, it means again that we can still apportion ceilings on the basis of recurrent expenditure.
