Thank you Mr. Deputy Speaker, Sir. Allow me to add my voice on this one. It would appear that what the Chairman is calling militias, notwithstanding the definition by Sen. (Dr.) Khalwale, the fact, is that the militias are everywhere. It does not matter what they are called or whether they are uniformed or not. In fact, the citizens in the county are better off when the governor has the askaris in uniform. What is happening is that - I do not wish to bring the agenda of my county here - when the governor has something to do, he ...

Thank you, Mr. Deputy Speaker, Sir. Following the Statement by Sen. Murungi on behalf of the Senate Majority Leader, I have an issue with regard to the Bills he has listed which are coming at earlier stages. We have a situation where the Bill is read for the Second Time then it takes a long time to come to the Committee Stage because of the procedures of the Committee. For it to come to the Committee Stage, we need the Committee itself to give their report pertaining to the amendments if any which they have. Mr. Deputy Speaker, Sir, I ...

Mr. Deputy Speaker, Sir, I think the position taken by Sen. Murungi on behalf of the Senate Majority Leader is correct. I know it is a matter of procedure and we may end up grounding ourselves mainly because either the Members are busy or generally not available for some reason and business which would have come in gets held up for a long time.

Mr. Deputy Speaker, Sir, thank you, for giving me this chance to contribute to this important Motion. I stand to support this Motion moved by the distinguished Senator, Sen. Adan. I did not have the benefit of listening to the Mover when she moved the Motion, nonetheless, it is spelt out clearly and it is to do with the status of persons who, for one reason or another, are imprisoned or detained by the state. One of the things that one notices around correctional facilities – we call them correctional facilities, a soft word away from the word “prison” which ...

Madam Temporary Speaker, thank you for giving me a chance to support this very important Motion. I speak as a Member of the Committee and I wish to compliment my Chairperson and the Vice Chairperson for moving this Motion very well. However, I have a few things to elaborate. The Constitution that was passed in 2010 was a culmination of attempts on constitutional making for nearly 20 years. Before this Constitution was passed, there was representation from religious leaders who cautioned us not to rush too fast. We did not The electronic version of the Senate Hansard Report is for ...

Mr. Deputy Speaker, Sir, this Committee is a joint committee of both Houses. The person we have substantially in the House is the vice chairperson, Sen. Hargura. I should also, perhaps, alert the Chair that I was contacted by one of the clerks serving the Committee who indicated that the statement will be ready next week, which I was quite happy with.

Mr. Deputy Speaker, Sir, there was a question I had raised regarding appointments which had happened sometime in March, 2015. So, I requested the Speaker and he agreed that I withdraw that and ask the question regarding all parastatals throughout the country. The gist of the question was the number of directors appointed at the time when there were appointments around March. An answer did come but it was very inadequate. I requested the Speaker if I could withdraw it and he agreed. Then I reframed the question to include the directors in all the existing parastatals. That is the ...
