If everyone has his own industry in a corner and may be the economies of scale, as put by various Members more so, Sen. M. Kajwang, I think it would be important that we look for the best way of looking at this at the Committee Stage. Mr. Temporary Speaker, Sir, the other issue is that there are many opportunities which could come from land which we have in plenty. The Bill does not necessarily mean manufacturing ... view

  • 30 Jul 2015 in Senate: On a point of order, Madam Temporary Speaker. When the substantive Speaker was on the Chair, he ruled that after Order No.14, we would move to Order No.16. view

  • 30 Jul 2015 in Senate: Thank you, Madam Temporary Speaker. I take this opportunity to thank all the Members who had contributed on this Motion. Many issues came out, but there are only two issues I wish to mention. There were one or two Members who gave sentiments that it would be a lot of work going round all the counties looking at county headquarters and other facilities. I confirm that that is not the intention because we intend to borrow heavily from experts. A report had already been done. We will be revisiting it to see its adequacy and inclusiveness. In our final amendment, ... view
  • 28 Jul 2015 in Senate: On a point of order, Mr. Speaker, Sir. I stand to seek direction from you with regard to the statement listed as “g” on Criteria for Appointment / Regional Distribution of Appointment to Parastatals. The statement came and there was overwhelming interest. A request was done for the answer to be circulated which was done. However, I realised that the answer was inadequate because the statement I had sought was with regard to appointments that had been done around April. I approached your office but did not succeed because the Chairperson was not in to see how I could drop ... view

  • 28 Jul 2015 in Senate: Mr. Speaker, Sir, allow me to add my voice on this matter. The Committee on Labour and Social Welfare has considered this matter very extensively. I will borrow from Sen. Abdirahman. The Committee at one stage when we had requested the Senate Majority Leader to hold on, we had speculated that due to the very many differing views, there may be need to withdraw the Bill so that it is redrafted. There was that possibility and even now, it is there. However, we cannot reopen debate now even if we want to. The Mover has already replied. I think the ... view

  • 28 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, President Barrack Obama is often described as the most powerful person. However, I see him as the most daring person. If you look at circumstances under which he grew up and his background, aiming to be the President of that mighty country was not a joke. This encourages our young people whom we have sent out to study and indulge. You never know, but we may produce another Prime minister or a president of another country. Mr. Temporary Speaker, Sir, the few years that hon. Obama has served as the President of the USA, the world ... view
