Thank you, Madam Temporary Speaker, for giving me the opportunity to contribute to this amendment Bill. I would like to compliment Sen. Halima for coming up with this important piece of legislation, which is a follow up to the Motion passed by this House sometimes back. The net effect is that, at the end of the day, we are going to end up with a public university in each of the counties. Whereas it is very important to have a university in every county, allow me to comment a little bit on the current CUE. This is because I think ...

Madam Temporary Speaker, I beg to move:- THAT, noting that county governments were allocated offices and premises formerly occupied by the defunct local authorities and, to some extent, by former provincial administration; OBSERVING that these arrangements were satisfactory in most counties; AWARE that some counties had little or no such offices or premises to inherit resulting in serious operational challenges of such county governments; APPRECIATING that there are many counties with inadequate physical facilities whether they inherited the envisaged facilities or not; CONCERNED that the situation continues to impact negatively on the performance of the said counties; ACKNOWLEDGING that it ...

Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to contribute. I stand to support this Bill. Mr. Temporary Speaker, Sir, this is a very important Bill. As we all know, we came up with the new Constitution a few years ago. That was in 2010. Prior to that, we had the central Government and the local authorities. Local authorities had retirement schemes which included LAPTRUSTt and LAPFUND. The LAPTRUST was meant for senior officers while LAPFUND was for the junior ones. The new Constitution came with the devolved units called counties. Owing to the new Constitution, many ...

Thank you Mr. Temporary Speaker, Sir. I stand to support this Motion. Allow me to congratulate the Member who has come up with the Motion. There is very little we can give to our children more important than education. All these other things we have are all sideshows. In the modern world, the only thing which is worth enumerating to be given by either the parent or the Government is education. The problem that we have in the north eastern region of this country – insecurity – is so big that I am not convinced that the Government is making ...

Mr. Deputy Speaker, Sir, I want to thank the Chairperson of the County Public Accounts and Investments Committee (CPAIC) for that detailed report. He said the Auditor-General deals with one county before moving on to the next one. Could he go back to him and impress upon him to complete one and bring it first? I would like him to start with Nyandarua County.

Mr. Speaker, Sir, I think I was entitled to a copy of that statement before it came to the House. Sen. Dullo said that it was shared, but she actually came, showed me and went away, for which I thank her. A number of aspects of that statement are fairly casual. For example, it says that the flight was aborted because the pilot decided to come back. A pilot is not in charge of an aircraft only when it is in air. He or she starts during the planning stage. He or she is the one who actually determines the ...
