  • 29 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, in the County Public Accounts and Investments Committee, which I have had an opportunity to serve in, when we invite the governor of a particular county, say, the Governor for Kisii County, we also invite the Senator for Kisii County. The reason why we do so is that he not only contributes to the deliberations in the meeting but he should also be in a position to give an insight to the issues being raised pertaining to that county. The issue is not just a Bill which was passed by this House and got stuck in the other House or it has not been consented to yet. The law is much wider.   • 3 Nov 2016 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me the chance to contribute on this Bill. An amendment to the Constitution is a provision which is to be exercised by Parliament sparingly and when it is absolutely necessary. This can only be done if we feel those who drafted the Constitution may have fundamentally erred or left a loophole that we have to revisit. Having said that, let us appreciate that there are many funds.   • 2 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, thank you for giving me the opportunity to say one or two things with regard to this Bill. I support this Bill strongly. The gist of this Bill is on who has the final say when it comes to suspension and ultimately the dissolution of a county government.
