Thank you Mr. Speaker, Sir. I will say a few words regarding the matter before us. When the Committee was set up, the Senators who spoke at that time - I was not one of them - went out of their way to advise the Committee not to listen to side shows and to concentrate on the matter which was; whether the resolution by the Embu County Assembly can be substantiated or not. Mr. Speaker, Sir, first, I want to declare that I come from one of the counties that were listed in the Motion. The amendment has not been laid on the Table, so we do not know precisely what it is all about. However, there are sentiments that the three counties are favoured. If you recall, very strong arguments were brought to the House as to how the three counties were arrived at.

Mr. Speaker, Sir, just for the record, I was the seconder to this Motion and I support the amendment which has been proposed. Mr. Speaker, Sir, the three counties had been identified as having extreme problems. However, I think that it is reasonable that any other counties which might find themselves in similar problems can also be assisted. Mr. Speaker, Sir, with those few words, I support.

As we all know, the Constitution came with quite a big overhaul of the way we knew things before and among them the creation of devolved governments in the name of the 47 counties. In their wisdom, the Committee of Experts in establishing the boundaries of the 47 counties followed the boundaries of the districts as they were in 1991.
