  • 22 Mar 2017 in National Assembly: In my county, the Governor has ensured that there is enough seed but the people responsible for giving out the seeds do not do it in the correct way. So, you will find that the farmers are still lacking the various farm inputs and are unable to plant in good time. We need to cushion our farmers so that they are able to harvest sufficient food for our people. That way, we will do away with hunger.   • 22 Mar 2017 in National Assembly: I congratulate my colleagues in this House for the way they have used the National Government Constituencies Development Fund (NG-CDF) because we no longer hear of it being misused. Hon. Members have diligently ensured that NG-CDF money is used properly. I want to ask the President to ensure that Members of Parliament are empowered in terms of NG-CDF. They ended up causing a very serious accident. An officer who was driving peacefully on the road was involved in a very serious accident. This Bill has given us a platform on which to distribute the revenue that is going to be earned in the Financial Year 2017/2018. It is the county governments which are the biggest beneficiaries. We have been talking about these things for the last three or four years. We should now ask them to send itemised budgets, so that we can know how the money will be spent. For example, we have managed to spend the money given through the National Government Constituencies Development Fund (NG-CDF) on the various items that were budgeted for. When we start talking, we have only 10 days to complete this exercise. When we now start talking of motivating and encouraging those who have not registered to start thinking, although we can motivate and encourage them, it means these people will now sit down and wait for us to come up with these motivational mechanisms so that they can go and register.
