certain positions in the county. People, therefore, go around maiming others in the name of trying to acquire wealth. I would like to thank the Government of Kenya for ensuring that Members of Parliament get the National Government Constituencies Development Fund (NG-CDF). This Fund has developed our country. Even though we have devolved governments, they have not shown meaningful development like the NG-CDF. I am proud to stand here and say that when an assessment was carried out on how Members have performed in the dispensation of the NG- CDF, I topped. Kimilili Constituency topped and I am happy because ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to the President’s Address, which was encouraging. However, we still need a lot of attention to be paid to areas such as security, which is currently in dire need of repair. The police force has let down this country. On what is happening in Baringo, I must congratulate the President for deploying the Kenya Defence Forces (KDF) to take serious steps and ensure that people in that county are safe and sound. Those people with illegal arms should be disarmed and those arms destroyed. We ...

In my county, the Governor has ensured that there is enough seed but the people responsible for giving out the seeds do not do it in the correct way. So, you will find that the farmers are still lacking the various farm inputs and are unable to plant in good time. We need to cushion our farmers so that they are able to harvest sufficient food for our people. That way, we will do away with hunger. Because of the drought in the country, many people did not plant enough food crops. There is shortage of food, and so, we ...

I congratulate my colleagues in this House for the way they have used the National Government Constituencies Development Fund (NG-CDF) because we no longer hear of it being misused. Hon. Members have diligently ensured that NG-CDF money is used properly. I want to ask the President to ensure that Members of Parliament are empowered in terms of NG-CDF. This is one of the national Government functions which are felt by the ordinary mwananchi on the ground. The amounts promised have reached the various NG-CDF offices and members of the public appreciate. I would like to ask my colleague, the Chairperson ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this very important Motion. The President gave us this speech almost a year ago. It would have made a lot of sense if this had been brought up immediately the President gave the speech. In his address, he had outlined many things in this country that are currently bedevilling us, for example, insecurity. The security apparatus in this country have let us down seriously. They do not seem to take their work seriously. More than twice, we have had to halt debate because of ...

something without caring that while they were driving at such speeds on the roads, they would cause unnecessary accidents. They ended up causing a very serious accident. An officer who was driving peacefully on the road was involved in a very serious accident. That is an arm of Government that is supposed to be helping the country in making sure our roads are safe. They are the ones now involved in causing mayhem on our roads. These are some of the things that we, as a people, must be looking at. We should not just blame the police without really ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to this very important Bill. This Bill has given us a platform on which to distribute the revenue that is going to be earned in the Financial Year 2017/2018. It is the county governments which are the biggest beneficiaries. Whereas they have been called upon to raise revenue in their respective areas, most of them appear not to meet their targets. They are always below the target with no proper explanation. I urge the National Treasury that, whereas we talk about corruption with regard to ...

County governments should be told that it is now time to send their budgets to the National Treasury. We have been talking about these things for the last three or four years. We should now ask them to send itemised budgets, so that we can know how the money will be spent. For example, we have managed to spend the money given through the National Government Constituencies Development Fund (NG-CDF) on the various items that were budgeted for. Spending currently stands at 100 per cent. Lately, we have had no cases of people being accused of misappropriation. That is one ...

Thank you, Hon. Deputy Speaker for your advice that this Motion is for posterity. But, my problem is that Kenyans are watching and listening to us. When we start talking, we have only 10 days to complete this exercise. When we now start talking of motivating and encouraging those who have not registered to start thinking, although we can motivate and encourage them, it means these people will now sit down and wait for us to come up with these motivational mechanisms so that they can go and register. So, the timing of this Motion I think is not right. ...
