Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to add my voice to this important Motion. This is a second or third time ever since we came to Parliament we are talking about this problem of cattle rustling. Primarily, most people claim that pastoralists fight for pasture and that is why there is a time they fight. Security officers in this country have let us down seriously on keeping security in this country. Most of the time, when these instances take place the security officers should be informed. They would rather leave the semi trained officers to ...

He has gone there severally and every time he leaves the place, there is escalation of cattle rustling. So, you wonder what he goes there to do. Does he go to fan the problem again or he supports the cattle rustlers? This is a problem that ought to be looked at more seriously than what we are doing. The National Intelligence Service (NIS) is well equipped and trained. It should give information well in advance to other security forces who are supposed to deal with such issues. Those officers should go and waylay the attackers before they come and harm ...

Hon. Speaker, I thank all the Members who have contributed to this Motion and supported it. I would like to make one deviation. Nearly everything has been said about the commissioners. We keep blaming commissioners once they are in the office. When commissioners take over, they quickly get involved in administrative matters like Hon. Abdulaziz said. They start doing the work of the administrators and get involved in tenders, which is a very touchy area. That is how they start losing track of what they are supposed to be doing. I believe the former Chair, Mr. Hassan was not a ...

Thank you, Hon. Temporary Deputy Speaker, for giving me opportunity to be able to add my voice on the report regarding land. We realise that in our country land is a very emotive matter. Therefore, any report relating to land, the Departmental Committee on Lands in this House should take it very seriously. I am happy that the Committee undertook the exercise with the seriousness it deserves. We should try and encourage the National Land Commission (NLC) to ensure that they look into land matters and take them seriously. Currently a lot of people in this country are suffering as ...

In this case, the Chairman of the NLC has not taken his work seriously ever since he assumed office. Therefore, we as legislators in this House should place emphasis on the issue of NLC and whether they are working and performing their duties as expected by the appointing authorities or it is a commission that is just adding more problems to this country on issues of land, which do not seem to be resolved at all. I would urge the Committee to ensure that they talk to the people concerned at NLC with a view that they take their work ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this very important Motion before the House. There is a saying that goes: “Spare the rod and spoil the child.” This is a true fact in this context. Before children start going to school, parents should ensure that children learn basic things in life while still at home, such as respect for their superiors wherever they are in society. I remember when we were growing up, whenever we met anybody on the road who was our parents’ peer, we would stop and say hello. ...

Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to add my voice to this Motion and this Report. I support it. As we know, Kenya has had a long relationship with the British Government. If you look at our Kenyan Army, the discipline and dignity they carry around the country is as a result of the relationship they have had with the British Army, which has been in this country for a long time training the Kenyan Army. Therefore, apart from looking at other things we have heard from my colleagues on the Floor of the House, ...
