  • 15 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for this opportunity. I support the Bill. At the outset, I want to appreciate the Committee for coming up with this Bill. Overtime, we have witnessed problems whenever we approached administrative agents, as members of the public. When jargon is used in language, it sometimes becomes a barrier of communication between public servants and members of the public. They may not understand and may require an interpretation. In some cases, administration of justice is denied to the public because of lack of understanding or even where the agencies are not available or they are ... view
  • 14 Apr 2015 in National Assembly: Thank you. I am very grateful for this moment. I pass my heartfelt condolences to the families that lost their children in Garissa. I lost five in Elgeyo-Marakwet County. We buried three last week and we have buried two today. It took us a long time before reaching Garissa. We should have done better. Even if we did not get the intelligence report on time, we should have responded on time to save those children. They died painful deaths because of our slow response. I want to take issue with the forces and the equipment that they use which should ... view

  • 17 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this very important Bill. I know that the Office of the Auditor General has been in existence but it needs to be strengthened. We have lost a bit of confidence in it before, but I know that if we give it the strength that is required now, it is going to serve the public as much as we want. We will have additional staff to strengthen the Office of the Auditor General now that we are in the era of devolution. This means that we need ... view
  • 29 Oct 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to take this opportunity to appreciate the time you have given me. I want to contribute to the Motion before us, sponsored by hon. Chris Wamalwa. Indeed, it has come at the right time that we honour and recognise our heroes wherever they are in our nation. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 29 Oct 2014 in National Assembly: From the outset, it is a very noble idea that we recognise the contribution of hon. Kijana Wamalwa. He fought for our rights and positive change in Kenya. I am sure most of us remember the days and the moments that he tackled the issue. He faced the regime at that time and made positive contributions. However, the need to honour him and upgrade the Kitale Technical Institute should be separated. We would like to have the honour and recognition of hon. Kijana Wamalwa separated from the upgrading of the technical institute. So, 100 per cent, I support his recognition. ... view
  • 15 Oct 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you. I want to take this opportunity to thank you for rescuing me. I have been sitting here the whole afternoon and so, I thank you for that. What I want to say is to congratulate our President for addressing the nation in such a way that everybody was satisfied. When he called us to come to Parliament for a Special Sitting, he called us as Members of the National Assembly and Senate. He did not discriminate. He did not call people from the ruling coalition only. He also invited people from the Opposition, the ... view
  • 15 Oct 2014 in National Assembly: About the drama that we saw when he was arriving, it was a very positive drama. Sometimes in Kenya and in the world, human beings need to watch some drama so that they can understand what is going in order to appreciate the situation at hand. Drama is both negative and positive. We had a negative publicity or negative drama at The Hague outside the court when Kenyans demonstrated in such way that even the security personnel there were surprised with what was going on. I did not like that very much because we were in a foreign country and ... view
  • 15 Oct 2014 in National Assembly: Hon. Temporary Deputy Speaker, sometimes such dramas are necessary so that the message is driven home. Therefore, I appreciate the way the President addressed Kenyans before he left. He assured Kenyans that he had left power to a responsible person in the name of the Deputy President of the Republic of Kenya and he assured Kenyans that there was nothing wrong for him to go to The Hague to face the court. Before that there were a lot of rumours and there was a lot of anxiety in Kenya. But he managed to cool down all those feelings and left ... view
