I congratulate the Committee for coming up with real issues that are happening on the ground. The fact-finding tours were the best thing for the Committee so that we can get to know where we are. Temporary Deputy Speaker, in any engineering works which include construction of those stadia, if there are any payments to be made, a certificate has to be done by the public works officer. So, there is a disconnect between those who are paying and those who are giving the certificates.
