  • 15 Nov 2016 in National Assembly: There is also the oversight role that the county assemblies are supposed to perform. There will be a framework for them to follow when dealing with issues of overseeing the county government’s performance. If you look at the way the Board will be constituted, you will realise that we shall have to relook into some of the things mentioned because I know the way counties are established is not the same way the National Assembly and the Senate are constituted. Some of them are far flung in the rural areas and if we insist on this criterion, very many people ... view

  • 19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to support this Motion, but with a heavy heart because people living with disabilities have been excluded from appointments in the Government yet we form 10 per cent of the total population. There are people living with disabilities who qualify to be appointed to these positions. As earlier speakers said, these appointees are qualified, but do we meet the threshold of the Constitution? The Constitution provides that gender, people with disabilities and the youth must be represented. We cannot fit in one appointment, but when a section of a population is left ... view
  • 19 Oct 2016 in National Assembly: We must give hope to the marginalised groups who have been relegated to second-hand citizens of this nation. My voice is that of the people with disability because it traverses across the country. People living with disabilities look up to us to represent their interests. Those who advise the President on public appointments must properly guide him. People living with disabilities are just looking for 5 per cent of the jobs in the Government. By considering all groups, we will give hope to all the sections of the population. The CBK has been without a board for a whole year. ... view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me a chance to contribute to this Motion. The world over, all successful business entities are very well managed by efficient boards that are professional and that are headed by competent people who have the requisite qualifications. Sometimes, our parastatals fail because people are appointed on the basis of political correctness. They get appointed not because they should improve those institutions, but because they intend to turn them into cash cows. So, that institute should have been put in place like yesterday. Through such an institute and others like the Institute of ... view
  • 12 Oct 2016 in National Assembly: notice that something is lacking. When we get into jobs people who are qualified and competent, we will be able to develop our corporations. We will ensure that they do good business. Those corporations are supposed to make money and create wealth for us. The persons appointed as directors should strive to take those entities to higher levels. When we get to that point, we will never be worried about where a person who has been appointed as director comes from or which ethnic group he or she belongs to. If you look at the Central Bank of Kenya (CBK) ... view
  • 11 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this Bill. From the outset, I support this Bill. The reason we have very many children roaming our streets is because we have not attached importance to education of children. If this Bill has to be realised, both the national Government and county governments must join hands to make sure children are taken to school as soon as they attain school-going age. I would like to talk about children with special needs because they are many a time not given opportunity to go to school. Many ... view
  • 11 Oct 2016 in National Assembly: Hon. Temporary Deputy Speaker, the Bill also says that if a parent fails to take a child to school, he commits an offence. The other side of the story is that we must also look at infrastructure in schools. Sometimes schools are unable to admit all children because classes and teachers are few. I have seen this in my schools in Nairobi where you will find that a school with over 1,000 children has less than 20 teachers. We should increase teachers so that the ratio of teacher to pupil is brought to acceptable levels. It is very difficult for ... view
  • 11 Oct 2016 in National Assembly: Hon. Temporary Deputy Speaker, there is too much consultation around me. I cannot even hear myself. view
  • 11 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I was saying that the TSC, county governments and the national Government must join hands to employ more teachers to raise the ratio of pupil to teacher to acceptable levels. This is because there is no need of taking children to school when they cannot even attend classes. Teachers are not enough to attend to these children. There is a provision in this Bill which says that the duty of a principal when he notices that a child is missing in school is to investigate and consult village leaders on the whereabouts of that ... view
