We know that disadvantaged people in this country, who do not get an opportunity to participate in national functions, are mostly people with disabilities. I believe that this amendment will go a long way to empower them so that they can also take part in the procurement process and participate in the economy of the country. With those remarks, I support the amendment. view

Ethnic balance is something that is talked about over and over. You find skewed appointments in most of these parastatals and people from the same ethnic background occupy all the positions. Looking at the Memorandum of Objects and Reasons, I see that this Bill seeks to align the governance of the fisheries sector to the Constitution of Kenya. It is very important because for a long time people who survive on fishing as a way of getting income have been exploited so much. You find that people who live near lakes, for example in Kisumu in Nyanza regiom mostly thrive on fishing. ... view
  • 15 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also wish to add my voice in support of this Bill. This is a progressive Bill. If passed by this House, it is going to solve some of the things that affect our people directly. The Bill, as stated in the Memorandum of Objects and Reasons, aims at giving objectives to effect the provisions of Article 47 of the Constitution. If you look at Clause 4 of the Bill, it states very clearly that any administrative action shall be undertaken in an expeditious, lawful and reasonable manner.
