Thank you very much, Hon. Deputy Speaker. I also want to congratulate Hon. Amos Kimunya for the new position that he has taken and also to thank Hon. Duale for the exemplary work that he has done as the outgoing Leader of Majority Party since we joined Parliament in 2013. One may easily dismiss this matter as a Jubilee affair that does not affect the Opposition but, it affects all of us as Members of Parliament. It will not go The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be ...

Thank you, Hon. Deputy Speaker. I was saying that the invasion of Parliament by the Executive is weakening the institution of Parliament. I believe Parliament is an independent arm of the Government and, as much as the political parties are expressing themselves, we need to assert ourselves and speak with one voice. Our division is what is causing the Executive to drive us and weaken Parliament. Thank you, Hon. Deputy Speaker.

Thank you, Hon. Temporary Deputy Speaker. I also want to support the Report. It is very disturbing that an office as serious as the Office of the Auditor-General could remain vacant. It speaks volumes about the managers of this country. I remember we do not even have a substantive Cabinet Secretary for the National Treasury. We have an acting one. At one point in time, we did not have a substantive Cabinet Secretary for Interior and Coordination of National Government. We had an acting one. That was after Hon. Nkaisserry passed on. There are too many acting chief executive officers ...

As Parliament, we need to also stamp our authority. The Committee should move with speed and summon the officers to appear before it and tell the country why we do not have people occupying these offices. Who is delaying the appointment of an Auditor-General and for what reason? What is the purpose? What is it that they are doing? As I support the Motion, I urge that this matter be resolved as quickly as possible.

Thank you, Hon. Temporary Deputy Speaker. I also wish to support this Bill. First, I want to thank Dr. Joyce Emanikor for bringing it. This Bill states the principal object is to enhance disaster risk reduction in learning institutions. The safety of our children is key. When I sometimes visit most school buildings, I find that they have only one entrance which is also the fire exit. When you look at other areas in the building, they are sealed. Which means nobody can go through a window. We need to look at the safety of our children at home or ...

to look at what happens and what we must do as a society and country to ensure our children are safe both at home and school. As we address the curriculum these things can be taught in school so that people are well prepared in life. So, when they get out of school or are away from home and when something happens, they can easily take care of themselves. So, this is very important. Once I visited a school in USA and saw corridors are wide enough and open both ways. They just slide back and forth. So, it is ...

Hon. Temporary Deputy Chairlady, I agree with Hon. Oundo’s sentiments on the same. We will be over burdening the head teacher with this kind of provision. The Chair can look into it and find a way of recrafting it.
