  • 4 May 2020 in National Assembly: The Order Paper? view
  • 4 May 2020 in National Assembly: Okay, I withdraw and rephrase it to mean that Parliament had an opportunity to amend the draft and there were 133 proposed amendments. However, because of some schemes and pressure from outside, Members of Parliament denied the House an opportunity to get a quorum. This is because we were required to have two-thirds for you to make any... view
  • 4 May 2020 in National Assembly: Hon. Temporary Deputy Speaker, I am aware about that. I was just reminding Members what happens during that time when we could not even amend a single part of the amendments which were proposed. It was just for that information. I was actually wishing that we could have the opportunity to amend any part of this proposed Bill now rather than correcting it in future. • 4 May 2020 in National Assembly: Hon. Speaker, when you look at the Kenyan situation in five years, we are going to have four elections. In 2017, we had two elections. This year, there is a proposed referendum and next year there is the general elections. I think elections are very expensive and also Kenya will take a long time to recover from that. I even think that we have not recovered from the effects of 2017 elections as a country. We are still struggling to recover. Not forgetting the issues of COVID-19 which we may take more than five years to recover as a country. ... view

  • 20 Feb 2020 in National Assembly: Thank you very much, Hon. Speaker. Pursuant to the provisions of Standing Order No.42 (f), I wish to report as follows. In the Third Session, the Departmental Committee on Sports, Tourism and Culture received three Questions. The first Question was asked by Hon. (Dr.) James Kipkosgei Murgor concerning Kamarin Stadium and the state of development of other stadia. I am happy to report that we invited the Cabinet Secretary, Ministry of Sports, Culture and Heritage and we got a satisfactory answer, especially on the progress and reasons why the stadia had stalled. The Ministry was waiting for more funds to ... view
  • 20 Feb 2020 in National Assembly: We got two more Questions from Hon. Prof. Jacqueline Oduol, which were directed to the Department on Culture and Heritage, all of which were answered to our satisfaction. I would, therefore, wish to table our report to these responses. Thank you, Hon. Speaker. view
  • 26 Nov 2019 in National Assembly: Thank you, Hon. Deputy Speaker. From the outset, I thank the Members of this House for their very good contributions to the Gaming Bill, 2019. Their contributions are very wise and will form the basis of any possible amendments. I believe during the Committee of the whole House, very Member will have an opportunity to enrich the Bill. I also thank Members of my Committee for their dedication and contributions for the more than one year that we have been doing public participation and going on benchmarking trips in order to come up with this Bill. I also take this ... view
  • 26 Nov 2019 in National Assembly: The passage of this Bill is going to bring sanity in the gaming industry in Kenya. You will remember that the existing Betting, Lotteries and Gaming Act, 1966, is a very old Act. It came in place during the days when there was no mobile technology or internet. Due to lack of a good legal framework, gaming operators exploited Kenyans by occupying the vacuum. There was lack of a legal framework especially for online gaming. That is why it was the wisdom of the Committee to address the issue of online gaming, so that we can control, regulate and make ... view
