About 55 per cent of the Members of Parliament are in the Government, whereas the other 50 per cent are Back benchers. You will find that some hon. Members are Members of two Committees and they also to have to August 7, 2008 PARLIAMENTARY DEBATES 2465 attend sittings in Parliament. Mr. Speaker, Sir, if the contractor was the one who was supposed to maintain the diversion - and we have had reports of many cases of vehicles breaking down on that road - could the road users then go ahead and demand for compensation? Secondly, the section between Nyayo Stadium and City Cabanas has stalled and the equipment has been removed from site. Traffic jams are experienced on that section for almost one hour every morning and evening. They have also put a lot of stones on the sides of the road, hence creating more traffic jams on the road.

Thank you, Mr. Speaker, Sir. I would also like to take this opportunity to support the Speech made by the Minister for Finance. I wish to note the following points. I appreciate the allocation of around Kshs65 billion to the road sector. I support the proposed establishment of the Contractors Regulatory Board. I support the proposal that any contractor who wins an award to construct a particular road should sign a performance contract. We would easily avail the funds to all the youths in our constituencies. Turning to the energy sector, it is good that the Minister increased the allocation for the Rural Electrification Programme. I wish to state that even with that effort, majority of Kenyans cannot still afford to install power in their homes. Even with the quotation of Kshs32,480 which is to be paid by people who are staying not more than 600 metres away from a power point, as the lowest average quotation available, it is still an amount that most Kenyans cannot afford. Mr. Speaker, Sir, is the Assistant Minister aware that some students who are candidates in Form Four were not able to register for examinations because they had fees arrears? They were required to clear fees arrears before they could register for examinations.

Mr. Temporary Deputy Speaker, Sir, I know that the youth of this country make up 70 per cent of the population. Most of them are unemployed. We know that jobs may not be enough for all of them. But there exists the Youth Enterprise Development Fund. I suggest that the Youth Enterprise Development Fund should be increased to create self-employment. That is because most of our youth are beyond the status of getting employed. That way, we can improve our Jua Kali sector.
