  • 17 Oct 2018 in National Assembly: Let me also take this opportunity to condole with the family of the late Nyarangi Moturi. The late Nyarangi Moturi served as a Member of Parliament for North Mugirango Borabu in 1987 to 1992. He was also an Assistant Minister and during his time, North Mugirango Borabu grew in terms of schools. He liked education. Hon. Nyarangi Moturi leaves behind a legacy in Kisii as a Christian who motivated the young people, I included. Therefore, Kisii region has really suffered a setback because he was an elder there later in his life. We have lost quite a number of leaders ... view
  • 16 Oct 2018 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity. I also rise to support the Report. Land is an emotional issue in Kenya. Before we promulgated the new Constitution, we had over 20 statutes governing land administration in Kenya. However, after the promulgation of the Constitution and after 2014, these statutes were reduced tremendously. view
  • 16 Oct 2018 in National Assembly: With the current laws, the problem of land has not been solved, particularly on land ownership in Kenya. The process of acquiring land is still cumbersome. As a country, we have been unable to adopt new technologies so that people can own land as fast as it is required compared to western countries. The Ministry of Lands, over the years, has come up with a policy saying that it is going to digitise or adopt new technologies in land registration. This has not been realised to date. The electronic version of the Official Hansard Report is for information purposes only. ... view
  • 16 Oct 2018 in National Assembly: It is a cumbersome and tedious process of owning land in Kenya particularly in registration. This Report has come at a time when as a House, we need to evaluate ourselves and come up with laws so that we can adopt new technologies in land registration. view
  • 16 Oct 2018 in National Assembly: Land, as the main economic factor through which our economy grows, needs to be looked at. In Kisii, where I come from, a person who owns one acre of land is rich. Currently, people own a quarter of an acre and we are unable to sustain lives. However, if you go to other parts of the country, like the Coast Region, you will find absentee landlords with land that has been idle for years. It is, therefore, upon this House to come up with some guidelines or laws so that idle land can be repossessed by the Government and given ... view
  • 16 Oct 2018 in National Assembly: I support the Report. It is high time the House came up with regulations for land management and administration in this country. view

  • 20 Sep 2018 in National Assembly: Yes, I am rising on a point of order from the Report of the Committee’s recommendations where they have spoken about the schedules in parts (i), (ii) and (v). I am, therefore, begging you to direct that we be given those schedules, so that we can look at them and be informed before we proceed with further debate. view
  • 14 Aug 2018 in National Assembly: Thank you, Hon. Deputy Speaker. It is with a heavy heart that I regret to announce the death of Hon. Henry Obwocha, - who was a distinguished Kenyan - which took place on Friday, 3rd August 2018. The late Hon. Henry Obwocha was, until his death, the Chair of the Privatisation Commission of Kenya, a former Minister for Planning and National Development, a former Assistant Minister for Finance and a former Member of Parliament for West Mugirango Constituency. Hon. Obwocha served for three terms from 1992 to 2007. He also served as acting Minister for Energy from February to November ... view
