Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to also support the Motion. The establishment of the Judiciary is under Chapter 10 of the Constitution of Kenya. Article 160 of the Constitution has given the Judiciary the independence it deserves. In reality, the independence of the Judiciary, under the Constitution of Kenya 2010, has not been the reality. Kitungu will be able to steer the State Department for Transport forward. That Department has had challenges right from the Kenya Airports Authority (KAA), the Kenya Ferry Services (KFS) and Kenya Airways (KQ). Looking at it, I am confident that it will address some of the issues or problems that affect the tea sector in Kenya. Hon. Temporary Deputy Speaker, there is also exploitation by tea brokers in Kenya. If you look at the brokers vis-a-vis the farmers, they are different. The brokers are smart and have money despite the fact that they do not go own tea plants. They only rely on what is called “the brokerage services” where they sell tea as middle men. Hon. Speaker, I take this opportunity, on behalf of the people of West Mugirango, to extend my condolences to the family of the late Hon. (Rtd.) President Moi. He did a lot when he was the President of the Republic of Kenya. He ensured that there was stability in the region and more particularly, in Kenya. There was provision of milk. The retired President Moi was humorous. He ensured that there was a peaceful handover in 2002. May the Lord rest his soul in eternal peace.

The Question is directed to the Cabinet Secretary in charge of Water, Sanitation and Irrigation: (i) When is the Nyamira Town Water Project which is funded by the National Government expected to be completed? (ii) Could the Ministry consider putting a water sub-station at a higher elevation preferably at Mabundu area to ensure that water servers a larger population of Nyaisa, Gianchore, Etono, Nyamera, Bonyunyu and other surrounding areas through gravity?
