  • 4 Dec 2019 in National Assembly: Thank you, Hon. Deputy Speaker for giving me an opportunity to make my contribution. From the outset, I wish to take this opportunity to thank His Excellency the President for nominating Dr. Margaret Nyang’ata Nyakang’o as the next Controller of Budget. I also wish to thank the Departmental Committee on Finance and National Planning for approving her nomination. view
  • 4 Dec 2019 in National Assembly: Dr. Margaret Nyakang’o comes from my constituency of West Mugirango. She is an accountant by profession and a financial manager. She has served in several senior positions in the Government of Kenya, the last position being a Director at the KNBS. She is highly qualified having obtained a Doctorate in Business Administration from the University of Liverpool among other qualifications. She was selected as the best from a pool of 15 applicants who applied for this job. I am quite convinced she is up to the task and can take the Office of Controller of Budget to the next level. view
  • 4 Dec 2019 in National Assembly: The Office of Controller of Budget is crucial in public finances. It is one of the offices that deal with mechanisms that enhance accountability in the expenditure of public resources. This is an independent office established under Article 228 of the Constitution of Kenya and it oversees the implementation of the budget. The office exercises oversight by authorising withdrawals from public coffers among other functions. The roles of this office include oversight and overseeing implementation of the budget both at the county and national Governments. It also has a control role through authorizing withdrawal of public funds and reporting to ... view
  • 4 Dec 2019 in National Assembly: This office is important since the holder can, in his/her own motion, conduct investigations dealing with complaints where the budget is not implemented properly. It also involves the public sensitization role. The holder of the office has the role of disseminating information to the public in terms of budget implementation. It also has a role of arbitration or mediation and power to reconcile as well as negotiate where aggresses occur. This position is important at this particular time because as we can see, counties are experiencing expenditure problems because the holder of this office is not in place. I am ... view

  • 28 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I beg to second the Motion. This Petition was put before us early enough but we have been dealing with Supplementary Estimates Therefore, we were unable to deal with it. It will be in order that we are given 14 days after we resume the new session so that we are able to deal with this Motion and dispense with it. With those few remarks, I second. view
  • 20 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to support the Equalisation Fund Bill. This Bill is very important as it provides a structure within which the Fund will operate. It establishes a board which is a body corporate capable of suing and being sued. It also establishes a secretariat which is going to be headed by the CEO who will also be the secretary to the board. This Bill is important because it provides the term within which the board members will serve, namely, one term of six years. The board will definitely manage the Equalisation Fund. It ... view
  • 20 Nov 2019 in National Assembly: The Bill has proposed a ward level, which is the lowest unit within which the local committees will be formed. Indeed, a ward is too low a level for such committees to be formed. If we go that way, we will have thousands of ward level committees. The best would be to have a local committee at the constituency level. The challenge will be that under the county leadership, we do not have representation at the constituency level. If we proceed that way, I am sure we may propose that the local committee be formed at the sub county or ... view
  • 20 Nov 2019 in National Assembly: This Bill establishes the penalties and the consequences for offenders who misappropriate money allocated from the Fund. view
