I am aware that agricultural cooperatives no longer exist in this country. In previous years, agricultural cooperatives played a very key role in terms of trade by linking farmers with businessmen. Gone are the days when we had cooperative societies marketing various crops like tea, pyrethrum and also marketing milk. Currently, we do not have cooperative societies. In the absence of cooperatives, a vacuum has been created and farmers are unable to get direct market for their produce. They are not linked directly with businessmen. I appreciate the Mover of this Motion for recognising this. I also support that it ...

Thank you, Hon. Deputy Speaker, for giving me an opportunity to contribute to the Motion. In Kenya, technical courses are offered in tertiary institutions. Countries such as Japan and China are moving forward in technology not because students who transit from high school join universities for degrees, but they join tertiary institutions and do vocational courses where they get knowledge in terms of technical courses. I am quite aware that some constituencies have already finished constructing the said vocational colleges and some have been equipped. I inquired at the Ministry of Education, through the Department of Vocational Training, and I was informed that for the remaining colleges in the various constituencies that have not been funded, the Ministry will ...

Hon. Deputy Speaker, I want to ask my colleagues to intervene, so that as we proceed, we are also seen to be supporting the policy on 100 per cent transition from primary and secondary school to tertiary institutions. Let us spare some money from the National Government Constituencies Development Fund (NG-CDF) in terms of bursaries, so that we can sponsor students who have completed secondary education to join tertiary institutions. With those few remarks, I support the Motion.

Thank you, Hon. Temporary Deputy Speaker. I also want to state at the outset that I support this particular Bill. Kenya joins quite a number of countries that are advancing to bring up laws on data protection. It is in the league. Upon assent of this Bill by the President and it becomes law, it also joins the league of the UK which in 2018 passed the law on data protection. Many countries are now dealing with data protection. It has been said here that data protection is a very important aspect because technologically, the globe is now much advanced. ...

Under Clause 25, we have the principles and obligations of personal data and protection. It has come out very clearly that every data controller or processor shall ensure that personal data is processed in accordance with the right to privacy of the data. That is provided for in the Constitution. Part (b) of that provides that the processed data should be done lawfully, fairly and in a transparent manner. That is very ...
