  • 16 Oct 2019 in National Assembly: Hon. Temporary Deputy Speaker, there is nothing which is out of order. There is a lot of interest in this debate. Because of time, I propose that we limit the debating time to five minutes, so that as many Members as possible can make contributions. view
  • 9 Oct 2019 in National Assembly: Thank you, Hon. Deputy Speaker. My concern is similar to the one raised by Hon. Barasa. On 24th April this year, I raised Question No.183 of 2019 and the same was directed to the Cabinet Secretary for Interior and Coordination of National Government. Two or three months later, the Cabinet Secretary appeared, casually gave a response and sought for more time to respond. When he failed to do so, about one-and-a- half months ago, I raised a similar issue on the Floor of the House. The Chairman said the Cabinet Secretary was to respond within two weeks. Nothing has been ... view
  • 17 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Treaty. Under Article 2(6) of the Constitution of Kenya, any treaty or convention ratified by Kenya shall form part of the laws in Kenya. This Treaty, once Kenya ratifies it, will definitely form part of the laws of Kenya. Most important is the enforcement of the Treaty. Under the existing laws and more particularly under the Copyright Act, which has been in operation for several years, we have seen the agencies mandated to enforce those laws doing little work. More particularly, when you The electronic version of the Official ... view
  • 17 Sep 2019 in National Assembly: talk about piracy, which is quite rampant in Kenya, various artists have come up with some content and instead of them being produced in original form, there is a lot of piracy. Time and again, we have seen various agencies, including the police arresting people who pirate, but most of these people end up being freed from the police stations. They never face the law in courts, which could be deterrence. Therefore, as we ratify this Treaty, it will be most important that respective agencies implement the provisions of the Treaty because it will form part of the laws in ... view
  • 10 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also wish to support the Motion in respect to the agreement of air services to the countries of the Hellenic Republic, Burkina Faso, Cambodia, Seychelles and Finland. As you realise, in Kenya, we do not have direct air services linking Kenya to these counties. This one has definitely hampered the movement of people among these countries. It has also been difficult to exploit the potential in this country in terms of exploiting the market and trying to access the jobs which could be available in these countries. Kenya Airways is a national carrier, ... view
  • 10 Sep 2019 in National Assembly: successfully to these routes? That needs to be interrogated by Kenya Airways itself. Last week, we were able to learn that Kenya Airways has cancelled more than 58 trips so far, which has made the airline suffer quite a big loss. Still, we are hopeful that since this agreement has been signed, Kenya Airways can pull the resources together and mobilise every aircraft which is available so that they can fly to these routes. Above all, I support the Motion as a Member of the Departmental Committee on Transport, Public Works and Housing. It will go a long way in ... view
  • 7 Aug 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity. On the onset, I support the appointment of Hon. Ochieng’ Mbeo as the Chair of Kenya Fish Marketing Authority. Mr. Ochieng’ Mbeo is a former Hon. Member of this Parliament. He has also been a Member of the East African Legislative Assembly (EALA). We have gone through his history during his time as a Hon. Member of Parliament in Kenya and East Africa, and he has done very well. view

  • 7 Aug 2019 in National Assembly: I am quite convinced that in his new role he will execute his mandate well. The Kenya Fish Marketing Authority is a very important body when it comes to marketing of fish. Currently, we are experiencing very stiff competition in terms of fish marketing in Kenya. This is because we have a number of foreigners who import fish as if we have fish shortage. Kenya should be a leading country when it comes to fish export because looking around all the way from Kiunga to Shimoni, there is a lot of fishing and we have enough fish. In Lake Victoria, ... view
