  • 4 Dec 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I know that this amendment is very unpopular but I support it. To make the Government or any contracting authority to know the seriousness of what they are contracting, one has to be given a provision that gives the limit of when to pay. The National Treasury is a factor here. Contracts are signed and you do the work using your own money, you complete it and then you get into other expenses which were not in the contract. view
  • 4 Dec 2018 in National Assembly: I support this amendment because it will make some of us to be efficient in paying. I know we should not be sympathising and saying it is difficult to pay within a short period of time because the bureaucratic aspects of payments must be shortened. view
  • 27 Nov 2018 in National Assembly: Thank you, Hon. Speaker, for this opportunity to make my submission on the matter of ICT hubs. This country is at a crossroads because most of the decisions being implemented are being made without public participation. What we are discussing is a case where individuals sat somewhere and decided what to do without subjecting their proposal to public participation. I find it very difficult to implement this project in my constituency because I do not have in place the prerequisite fibre optic network. We have passed a law that will soon be a problem to us and to the Executive. ... view
  • 27 Nov 2018 in National Assembly: now - the ICT hub. To me, the intention was good but the procedure that was used may not give us the envisaged results soonest. Lastly, I thank the Committee for recommending that this project be optional. I wish we could be allowed to implement it in our own ways in our respective constituencies. view
  • 22 Nov 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I second the Motion. As a Member of this Committee, we conducted the said inquiry or investigations and the recommendations we did as per the Powers and Privilege Act are what we found to be the right decision on this. Therefore, I second. view
  • 14 Nov 2018 in National Assembly: Asante sana, Mhe. Naibu Spika.
  • 14 Nov 2018 in National Assembly: Amekolea, ama ametahiniwa ama amesoma somo la Kiswahili. view
  • 14 Nov 2018 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. view
  • 14 Nov 2018 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. I take it that the Leader of the Minority Party is engaged in what we said before you came in. We discussed whether debate on this Bill should continue with the Deputy Speaker. For him to tell us how this Bill contradicts the other is unfair to us. For me, the Private Members’ Bill… view
  • 14 Nov 2018 in National Assembly: Is it in order at this stage for the Leader of the Majority Party to compare the two Bills before we start discussing it in the Committee of the whole House. view
