Mr. Chairman, Sir, the rationale behind this amendment is the inclusion of the county government because agriculture being a devolved function, it was important to ensure that the CoG take part in the nomination of the board and the people who will run the board. Secondly, by changing and substituting, “nominated by universities” to “representing the universities nominated by the Commission on University Education”, ensures that it is also inclusive. Therefore, it does not claw back on the duties and the roles of the county government because this involves agriculture and it is a devolved function.
