and synchronise it with the e-Citizen functions when it comes to matters that are transacted by the citizens, especially on the compensation of land issues? Land issues have been one of the main corruption challenges in this country. Can we synchronise and capture the values of those compositions made vis-a-vis having a unified approach? We should not have different values for land when they are being sold by private citizens and the Government paying exorbitant prices for the same pieces of land. Thank you.

Indeed, we, as the Senate, have the responsibility and obligation to the voters to ensure that we do not only protect devolution, but also promote it. The only way to do so is by ensuring that counties get their allocations on time and that all the functions that are devolved are followed by resources. I do remember the allocation of Kshs401 billion was historic. A billion past the Kshs400 billion mark. Indeed, we must hold the county governments into account for how they spend the revenue that has been raised. We must come up with a formula so that the counties that are not endowed with highly literate minds do not suffer at the hands of selfish governors who would go and spin the law so that they can force laws and judgments to be made by the public only for the public to realise later that they end up harming themselves---
