  • 21 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, everybody in this House will agree with me that the work of our councillors is immense. They are the ones who are with our people all the time; so, we must facilitate them to do their work and not hinder them. There are many councils in this country that do not have any income to pay their councillors. How do we then expect those elected councillors to do their work? I am surprised to hear the Minister say that they have already done the work. How long is it taking? How come that the Ministry ... view
  • 21 Jan 2009 in National Assembly: We also need to look at the Local Government Act, Cap.265. This Act gives immense powers to the Minister. It is about time that the Ministry brought the Act to this House so that we can amend it, so that there is freedom for our councillors to do their work without the interference by the Ministry of Local Government, or without facing the dictatorial powers that the Minister for Local Government has. If we are going to do that and, indeed, we need to do it; if we are going to support this Motion, which, in my opinion, should go ... view
  • 21 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, having said this, I think it is incumbent upon this House to ensure that we are fair to our local leaders. As I said, and I am saying it again, they do very important work; they are always with our people; they have to be everywhere when need arises. Even before hon. Members reach the areas of need, councillors are there. So, it is extremely important that this Motion goes through. It is extremely important that we take care of our councillors, and that the central Government takes up the responsibility of paying our local ... view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, it is a shame that most schools, especially where I come from are operating at less than 50 per cent of the required number of teachers. The Assistant Minister has said that we have 48,000 teachers out there. Could he give us a plan, when the Ministry is going to employ these teachers to teach our children, because we cannot improve performance if we do not have enough teachers? We must invest in our children. view
  • 17 Dec 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for allowing me to contribute to the Motion. I stand here to support my colleagues in supporting this Motion. As we all know, the Constitution is the supreme law of this land, which is also the case in any country. It is the duty of this House to ensure that this is done right. Kenyans feel let down by the leadership of this country because, so far, they have not been given the new Constitution they were promised. So, I support this Motion because we need consensus, so that we can agree on the way ... view
  • 17 Dec 2008 in National Assembly: Mr. Speaker, Sir, I beg to support. view
  • 17 Dec 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving this opportunity to contribute. I rise to support this Motion. Mr. Deputy Speaker, Sir, I want to thank the Almighty God for having saved this country. We started on a very wrong note at the beginning. However, we thank him because we are ending this year on a wonderful note. Mr. Deputy Speaker, Sir, many things have happened in this Tenth Parliament. I have a feeling that the Tenth Parliament will go down in the annals of history as one which did a great deal for this country. Mr. Deputy Speaker, Sir, ... view
  • 17 Dec 2008 in National Assembly: We want to follow the right process. The Parliamentary Service Commission is putting in place a tribunal that will review all that, so that we can start paying tax. Mr. Deputy Speaker, Sir, so, we do not want hon. Members to go out there and say that we are refusing to pay taxes! I urge hon. Muthama, my good friend, not to go out there and say that we do not want to pay taxes. That is because we are ready to pay taxes! view
  • 17 Dec 2008 in National Assembly: With those few remarks, Mr. Deputy Speaker, Sir, I want to say thank you very much for giving me a chance to contribute. I wish all hon. Members a merry Christmas and a prosperous new year. I beg to support. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, by not paying our farmers is a sure way of killing the agricultural industry in this country. I am happy that the Assistant Minister has said that he is going to pay Lari farmers immediately. We have the same problem in Kisii where our farmers have not been paid over Kshs5 million since 2003. Could the Assistant Minister also assure this House that Kisii pyrethrum farmers will be paid with immediate effect? view
