I am really surprised to hear the Assistant Minister say that the money collected from applications from very poor Kenyans is Kshs18 million. He has also said that, that amount is subsidised. It is a shame that, as a country, we can subject those poor Kenyans in the rural areas. You can imagine how many hens or chicken they can sell to raise Kshs1,000 for the application. I am really surprised to hear the Assistant Minister say that he is not aware of the incidents of insecurity that have been taking place in Kisii District. I have also come from the constituency and, two days ago, the Headteacher of Esani Secondary School in my constituency was attacked and he is in hospital. That is because many of our people are dying, not because of diseases which can be cured, but because the Ministry is not serious. It is a shame that the Ministry is giving work permits to expatriates to work here when we have Kenyans who are qualified to do those kinds of jobs. What is the Ministry doing to stop the expatriates who are coming to work here and yet we have Kenyans who are fully qualified to do the jobs? view
