  • 24 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for the opportunity to contribute to this Motion. I want to support it and thank the hon. Member who moved it and for the great work this Committee is doing for orphans and the vulnerable children. We have addressed the issue of children in this House many times. Perhaps much of what we are saying today is a repetition of what we have said many times. I want to say that I do not see anything that is more important to us, as a Government, parents and leaders, as making sure that we ... view
  • 24 May 2007 in National Assembly: In the old days, children were protected by our cultures and customs. For example, in my Kikuyu community, young people were never allowed to take alcohol until they were young married men. Yet, today, in Central Province region, every shopping centre has bars. Many of the customers are young adults. Some of those customs are no longer effective. But the Government must step in and ensure that children are protected from people who will easily exploit them. We need to raise our awareness and consciousness. I do not know what to call it. We need to raise the awareness to ... view
  • 23 May 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. I, too, would like to thank Mr. Angwenyi for bringing this Motion, which is extremely important. Mr. Temporary Deputy Speaker, Sir, I want to, immediately, support Mr. O.K. Mwangi on the point that he has raised, which I was seriously thinking about, and which I know I have raised in this House before. The KTDA has, in its wisdom, and in the management of the tea industry, decided that it would rather not invest in electricity or other sources of energy ... view
  • 17 May 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make a contribution. I will only say a few words about this Bill. First of all, I would like to congratulate the Minister for bringing to the House all these different Bills on labour. As he has already indicated, they are, indeed, very inter-related. It would, probably, have been easier for all of us if they were brought as one Bill. But I hope that in the course of time, they will find ways of merging them together, so that we can deal with one ... view
  • 16 May 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. I want to thank Mr. Cheboi for bringing this Motion because I think it is a very important Motion. One of the reasons I am very proud to be a member of NARC was that it was a culmination of many years of a struggle in this country to improve governance; to bring into our country a governance that would respect the rights of others and that would work for the benefit and the good of the people of this country. When ... view
  • 16 May 2007 in National Assembly: 1360 PARLIAMENTARY DEBATES May 16, 2007 In many ways, what we need to practise now in East Africa, is good governance. Good governance must be characterised by our willingness to respect the rule of law. If we do not respect the rule of law because we want to benefit, it will demonstrate that we really do not believe in good governance; that we just mention those words. That, those words are not important in our hearts. They are just words we say because we can hoodwink people when we say:- "We are practising good governance. We are respecting the rule ... view
  • 9 May 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. First of all, I would like to thank Mr. Oloo-Aringo for bringing this Motion to the House. Mr. Deputy Speaker, Sir, education is about the most important investment we can make in our country. Taking care of our young people and giving them knowledge are extremely important parts of the responsibility that we ought to embrace both as parents and as Government. Any country that we often quote in this House as we discuss issues, comparing ourselves with them and wondering why they went ... view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am having to shout because I can hardly hear myself. It is very important--- view
  • 9 May 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. I was saying that it is possible to give free secondary education. We can cut down on many luxuries that we have. If we manage our Budget more prudently, and sacrifice some of the luxuries that we give ourselves, especially amongst the Ministers and in many other Government offices, we can do it. If we became more efficient in managing our resources, I am 100 per cent sure that we could provide free education in both primary and secondary schools. Mr. Deputy Speaker, Sir, if we found it difficult, I think it ... view
  • 19 Apr 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Bill. I want to begin by thanking the Minister and congratulating her for bringing this Bill to the House. As the Minister said, this Bill is, indeed, a Bill which many of us have been waiting to see brought in this House. We have been waiting to see a situation where there is a legal mechanism that will support a multi-party system in our country. Mr. Temporary Deputy Speaker, Sir, we all remember that, when we became Independent in 1963, we started ... view
