What could be the issue with the chiefs? Could they be paid very little such that they engage in this corruption? Could they be facing other security challenges? As a member of the Security Committee, I realise that Members are contributing on very critical issues that we may have left out.   • 30 Jun 2015 in National Assembly: I also realize that we have not captured the level of education. Time and again, we have got ourselves in problems. Let us not forget the case of the former Deputy Chief Justice, Madam Baraza, who had an issue with a guard somewhere. Some of those guards are Standard III drop- outs or even below. Considering the free primary education today in our country, possibly, we can make it mandatory for one to attain the level of Form IV certification. As my colleagues have said, we have passed many Bills that have since been assented to by the President, but the implementation of some of them has not kicked off. Hon. Temporary Deputy Speaker, we all remember the first year of the Jubilee Government. It waived maternity fees. If you have been reading newspapers, you must know that previously, many women were forced to peel potatoes in hospital kitchens after giving birth because they could not ... view

In some cases, it is like a Bill is passed and signed into law and then people sit back in the office, wait until the following year and the money is returned to the Treasury. So, please, follow it up. You are doing a good job. I was not there last time, but I have listened to the Members of Parliament who were there in the Tenth Parliament.
