  • 20 Aug 2014 in National Assembly: Hon. Speaker, this Bill is about the family and not about husband or wife. It is also not about counties. This is not a potato law that we can make in Nyandarua County. So, we cannot say that we make it for this or that county nor can we say that we make it for this or that community. A law is a law and it should guard the whole country. view
  • 20 Aug 2014 in National Assembly: I, therefore, wish to say that domestic violence is real and we should not turn back. I want to encourage the Committee and discourage these amendments because they are too many and they will water down the whole Bill. view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, I rise to support. view
  • 19 Aug 2014 in National Assembly: Thank you, hon. Speaker. On 11th March, this year, I requested a Statement from the Committee on Education, Research and Technology regarding Kisii University unrest. On 11th July, the Committee brought a report to this House recommending that the expelled students be re-admitted but to date the students are still at home. I have gone to the Ministry and talked to the Principal Secretary over the matter but the students are still at home. view
  • 19 Aug 2014 in National Assembly: So, the Vice-Chancellor and the Ministry have ignored the House ruling. The Committee on Implementation has also not taken up the matter. I seek your guidance as to whether I should request another Statement. What should happen in a scenario where the House rules that students should be recalled to university from their homes, but this does not happen? view
  • 19 Aug 2014 in National Assembly: Thank you, hon. Speaker. The PS has been giving the same promise without any commitment in writing. Three weeks ago I was in his office and he promised me the same, but to date the students have not received any communication. This was on 11th July. He said the Senate of the university was to sit. If the Senate sits The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 19 Aug 2014 in National Assembly: every month between 11th July and today it ought to have sat. This is just verbal communication; there is commitment whatsoever from the Ministry. view
  • 2 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, the Chairperson has already taken quite some time explaining. I really appreciate the work that the Committee has done, especially reinstating the students. I want to say it is very disappointing that we can run our universities like we saw at Kisii University where, when students report the matter to hon. Members, they are victimized to an extent of expulsion. So, I am very grateful to the Committee. I attended several of their meetings. As I appreciate them, I want to say that it has taken so long for this matter to be executed. It has ... view
  • 2 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, it is just one clarification which is missing in the recommendations. I just wanted to say that there is nothing that came out of that investigation, other than what was presented in that room. I want to bring it to your attention because even in my Committee in charge of security, we are accused in many occasions. Maybe our clerks are not efficient enough or they are overloaded and are not able to bring the work on time. Having said that, I want to say that the students missed last semester. We are now halfway the ... view
  • 1 Jul 2014 in National Assembly: Hon. Speaker, on 10th March, 2014, I requested a Statement from the Departmental Committee on Education, Research and Technology about unrest at Kisii University. That Statement was to be urgent and the Committee promised to give a report within a week. Since 10th March to date, I have not seen the report. This week I heard that the report is at the Table Office but I cannot see it. view
