Mr. Deputy Speaker, Sir, we provide marketing and linkages to support the youth enterprises. For example, we took a few youth to Rwanda and Tanzania. We also facilitate commercial infrastructure for the youth enterprises. We also facilitate youth to gain employment abroad.

2. They must write a business proposal, of which our youth officers normally help them out with.

3. The must submit the business proposals to us. Once they fulfill these conditions, we are able to verify them and give them the money. They have to be in a group first. Once they finish paying as a group, then they can move on and apply as individuals. So, there are no conditions. We do not ask for a title deed or anything else. The only information we ask is their location, sub-location and village, because we have to follow up on the payment of these funds.

Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am not aware that several instructors at the youth polytechnics and other staff employed eight months ago have not been paid. I am, however, aware that there was a delay in payment of the instructors. This was generally occasioned by the newly introduced Government human resource information system. (b) The Ministry has, however, processed the documents of all the instructors employed in May, 2012, and all of them have since been paid. Mr. Temporary Deputy Speaker, Sir, this was an information system that was being introduced to integrate with the other systems in the Government like payroll and the rest. That is why it took a lot of time, but everything is now on course and there will be no delays. This was just a process of implementing the new system.
