  • 23 Feb 2011 in National Assembly: Mr. Speaker, Sir, is the Assistant Minister aware that we had an elaborate programme under the Lake Victoria Environmental Management Programme that was supposed to work on this problem of water hyacinth. Under the programme, money was provided but no work was done. Now, under Phase II of this project, money has been provided. I want the Assistant Minister to assure this House that this time this money is going to be used to eradicate the water hyacinth in Lake Victoria and not in workshops and seminars. view

A country which is not self sufficient in food production cannot claim to be a country that is independent. It is, therefore, important that this country gives top priority to food production. Food production is the basis of good governance in any country. Therefore, it is important that as a country, we come up with the best methods of producing food for this country so that we can produce food for our people and even surplus food for export. view
  • 23 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, I wish to note that all the countries that are self sufficient in food subsidize their farmers and the subsidy is mainly from agricultural inputs. The main agricultural input in farming is fertilizer. In this country, we are unable to produce enough food because the price of fertilizer is extremely high because we have to import it. Even when Kenyans are ready to import fertilizer, it takes time. Sometimes there is no fertilizer when farmers are ready to plant.
