  • 16 Feb 2011 in National Assembly: Madam Temporary Deputy Chairlady, I also rise to oppose this amendment and agree with the Minister. Even in the corporate world, these qualities are considered. It is not only in the Judiciary. Therefore, it would be very serious for us to omit these principles in this Bill. Therefore, I want to oppose the amendment. view
  • 15 Feb 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to know from the Assistant Minister for Water and Irrigation whether he is aware that River Omo is being dammed in Ethiopia to form a big dam, which will make the flow of water from the river into Lake Turkana to reduce drastically? What he has given us as 2 billion cubic metres of water may reduce by even 80 per cent. What has the Ministry done to ensure that this does not happen, because Lake Turkana is likely to dry up? view
  • 9 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for giving me these two minutes to support this Motion. view
  • 9 Feb 2011 in National Assembly: First, I want to thank hon. Wamalwa for bringing this Motion. You recall that there have been so many Questions in this House regarding this sector. The key issue has been lack of clear policy and legal framework to govern this very important industry. So, it is important that we have a policy and legal framework to govern it. So, it is important for the Ministry to take this matter very seriously and come up with a policy and legal framework to govern this industry. view
  • 9 Feb 2011 in National Assembly: Secondly, Kenya is well known for formulating good policies and legal frameworks, but lacks implementation mechanisms. I would like the Ministry to be very clear on the implementation mechanisms. Our major setback is implementation. For example, even implementation of the current regulations in the transport sector poses a major problem. This must be looked into very seriously. view
  • 9 Feb 2011 in National Assembly: Finally, I want to support my other friends who have talked about the need to provide a fund, so that the youth can access these funds and buy motorcycles. view
  • 9 Feb 2011 in National Assembly: With those few remarks, I beg to support. view
  • 8 Feb 2011 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware of the increase in cases of insecurity in Emuhaya district; (b) when he will provide vehicles for the District Commissioner, the district Administration Police Commandant and the OCS Luanda; and, (c) when Mwichio Police Patrol Base will be upgraded to a Police Post. view
  • 8 Feb 2011 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for the good answer. However, I wish to inform him that in the last three months, we have had a lot of insecurity in Emuhaya and these are the cases in point: In September, thugs killed the Principal of Ebwali Secondary School. In December, an old lady from Wemilabi was killed by thugs. Last week, thugs attacked an M-pesa trader in Emuhaya and robbed him of money. I would like the Assistant Minister to take into consideration the fact that insecurity in Emuhaya is increasing. However, what provision is ... view
  • 8 Feb 2011 in National Assembly: Mr. Speaker, Sir, since the Minister cannot provide a vehicle for the District Administrative Officer to patrol, could he deploy Administration Police (AP) officers to the newly created locations, so that they can patrol on the ground and, therefore, minimize insecurity in the district? view
