Mr. Speaker, Sir, I want to take this opportunity to thank the Assistant Minister for the very comprehensive answer that she has presented to this House. You note that this country has a lot of mineral resources which remain unexploited. What plans does the Ministry have, so that we can have the minerals exploited for the benefit of this country? We have lack of employment opportunities and if exploited, these minerals can create a lot of job. This is particularly so in the case of iron ore, gold and titanium.

Mr. Speaker, Sir, in the answer from the Assistant Minister, it is clear that the Department of Mines and Geology, which is responsible for mineral exploration in this country, is highly underfunded. Because of that reason, the Department of Mines and Geology cannot carry out surveys effectively. This department does not have modern equipment for exploration. When is the Ministry going to fund this department so that they can carry out more extensive surveys?

Mr. Speaker, Sir, this project started in 2006 and is projected to be completed in 2012. This is almost six years and it is only five kilometers. I wish to know from the Assistant Minister; what has been accomplished so far where Kshs37 million has been spent? Could he also tell us the percentage of the project that is remaining? Why can the Assistant Minister not speed up the works so that this project is completed since it is in a dry area and the people in that area are suffering?

Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion. It is very timely that we pass these two Bills. Let me take this chance to congratulate the Minister for Justice, National Cohesion and Constitutional Affairs. In my view, he has done a very good job. He has remained steadfast and has been working very hard to see that the two Bills are brought before this House. Therefore, I would like to say that we need to fast-track these Bills so that they can be passed so that we initiate reforms in our judiciary system.

asked the Minister for Transport:- (a) whether he could confirm to the House that there is a high turn- over of competent and well-trained personnel at Kenya Civil Aviation Authority (KCAA) due to poor terms of service; (b) whether he could further confirm to the House that KCAA is experiencing an acute shortage of Inspectors, Air-Traffic Controllers, engineers, flight operations personnel and licensing officers; and, (c) what measures the Ministry will take to ensure that KCAA has and retains adequate professional staff who are well equipped with modern navigational equipment and technology.
