  • 6 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to contribute to this Motion. First, I want to congratulate the Minister and his team for the good work they are doing, so far. However, I want to note that there is quite a lot he needs to improve on, particularly the issue of the bills of quantities. This is one issue we discussed in the Committee and we were very concerned. Overall, the engineers from the Ministry usually come with very inflated bills of quantities compared to other contractors. As regards the proposed district headquarters, we know that the money given is ... view
  • 5 Aug 2009 in National Assembly: asked the Minister for Lands:- (a) when he will furnish the Emuhaya District Commissioner’s Office with a cadastral map showing the extent of Government land; and, (b) if the Ministry could undertake the survey of Government land at Emuhaya District Headquarters and evict those who have encroached on it. view
  • 5 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, I would like to thank the Assistant Minister for the answer. I would also like to note that efforts have been made by the District Commissioner to have the Lands Registrar come to fix the boundaries and a surveyor to survey. However, we have not heard any response. I would, therefore, like the Assistant Minister to commit that these officers will come to do their work so that we can have Government land in Emuhaya rightly demarcated. view
  • 5 Aug 2009 in National Assembly: Madam Temporary Deputy Speaker, could I get an undertaking from the Assistant Minister, when this work will be done in Emuhaya? When will he instruct the Land Registrar and Land Surveyor to undertake the work? view
  • 4 Aug 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this chance to support this Motion and make a few contributions. First and foremost, I want to thank the Minister and Ministry for the good job they have done for the last three years. We have seen significant changes take place in the Ministry. I congratulate the Minister and the staff for the good work they are doing. However, I am saddened that the Ministry can collect Kshs6 billion and be allocated only Kshs2 billion or less. This is very sad, given the fact that land forms the basis for human ... view
  • 30 Jul 2009 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. I want to contribute to this Vote by congratulating the Ministry and the Permanent Secretary for a good job well done. I think since the current PS and the previous one who is now the Chairman of the Departmental Committee got into this Minister; we have seen a lot of development. I want to encourage the Ministry to continue pushing ICT as the main source of information and jobs in this country, since we are in the information technology and knowledge is the main component of this technology. view
  • 30 Jul 2009 in National Assembly: I would like to say a few things which I think are very, very important, particularly as regards to policy. I am very happy that we have articulated an ICT policy and it is now in place. With ICT, technologies have moved very fast. Now, we have geospatial technologies or satellite technologies which have fused up with ICT. So we need to come up with new polices that would see to it that satellite technologies are embraced in this country. Many countries, for example, Nigeria, already have satellite for communication and collecting information. So, this is an area where I ... view
