As all of us know, NG-CDF has had tremendous impact on the rural constituencies, probably even much more than what the county governments have so for achieved. On the issue of monitoring, evaluation and oversight, the Act provides for an oversight committee. But there seems to have been no mechanisms. First of all, the oversight committee has never been gazetted and so, it has no teeth to bite. It has no powers or authority to do anything. I must commend the Senate because, at least, something positive has come out of there. Many times, they spend all their time complaining, whining and trying to compete with the National Assembly. Sub article 4 provides that the suspension can be terminated by the Senate at any time. The gap in law is that there has been lack of timelines under which that can happen. We must commend the Senate for having seen the gaps, probably by learning from what happened in the Makueni County Government.
