We hope these additional funds will assist us solve the chronic water problems, the poor state of our medical facilities and low intervention by the county government in respect to agriculture. People of Busia do not have anything else other than agriculture. Once the Director-General has been given the delegated authority to make decisions, he or she will make decisions that will affect third parties. The provision under the Bill states that the Council might withdraw that delegated power. The decisions made during the subsistence of the delegated power can be withdrawn or varied by the Council. My point of concern was: What happens to those third parties who have been conferred benefits, positions and promotions during the period of the delegated power and they have made decisions and commitments based on that?
