  • 23 Jun 2021 in National Assembly: Hon. Speaker, I stand to support the Kenya National Blood Transfusion Service Bill, 2020. I must say that this has come timely, and probably, as we often say, it is long overdue. I am sure many of us can recall that we have a certain department in the Ministry that has been handling blood transfusion matters. As all of us know, their services have not been equal to the task. That is why you find too many debts and medical problems as a result of inadequate blood or cases where there is no blood at all. view
  • 23 Jun 2021 in National Assembly: The cases requiring blood are very many. Allow me to basically talk about sickle cell anaemia cases. I come from Funyula Constituency where there seems to be inordinately high distribution of sickle cell cases. Many times, we spend a lot of money looking for blood for purposes of treating those cases. Therefore, it is important that we, as a community and society, look for blood which is a basic requirement. view

I stand here to support and comment on the Report before us made pursuant to Article 223 of the Constitution of Kenya. The Article provides that the Government can spend money and come to Parliament to seek approval. It also provides that no single time should the Government spend more than 10 per cent of what had been appropriated in the main Appropriations Bill.
