All of us here must acknowledge that village elders actually do the donkey work in the sub-locations, locations and various devolved units. The question village elders attached to the assistant chiefs are asking is: If they are serving the same Government and people, how come members of the village council are being paid some honoraria, yet they who serve the national Government, which has the biggest share of the national revenue, cannot even be appreciated?   • 25 Mar 2021 in National Assembly: Hon. Temporary Deputy Speaker, allow me to conclude my presentation. Those are the challenges that we must address. Second or third, is Clause 3(b). It is too wide and impractically impossible. I want to echo the sentiments of my party chair. Many of us as either politicians or ordinary human beings support too many children.   • 25 Mar 2021 in National Assembly: pontificate about religion. I am a practising Catholic, but I represent the people of Samia and Kenya generally. Therefore, I have a right to speak for them irrespective of my own status. I have a family, my children are known and there is no doubt about it. There will be no drama. That is why probably I may never enter the list of great people of Samia. With those few remarks, I oppose the proposed amendment until we make the necessary changes to reflect the reality on the ground. I thank you. view
  • 25 Mar 2021 in National Assembly: Hon. Temporary Deputy Chairlady, the way the amendment is drafted brings obvious challenges. Under the Statutory Instruments Act, it is only the Cabinet Secretary who is authorized to make regulations. In this, they are delegating that duty to the board, which might be in contravention of the Statutory Instruments Act. Probably, the Chair of the Committee needs to consult and make sure that it ties in properly. What we are doing has got a force of law and comes with penalties. I come from a constituency that borders Uganda and our case is more or less the same and unique. It is unique in the sense that we intermarry so much with Ugandans. You find that a Ugandan lady has stayed in Kenya for 50 years, but she is not allowed to be issued with an ID card for the obvious fact that she did not follow the normal process of immigration.
