  • 25 Feb 2021 in National Assembly: approved, there has been adequate public participation and an explanatory memorandum to accompany it. As I conclude, I would like to tell the Senate that the National Assembly expeditiously passes their Bills that come here. They should also reciprocate and pass the laws that we forward there so that we are able to serve Kenyans. With those few remarks, I support the Bill and urge my colleagues to likewise do the same. view
  • 25 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Yes, the amendment proposed by the Committee on the face of it sounds very nice. However, by adding the words “as practical as possible” it waters down the provisions that are in the general Act, and leaves it at the discretion of the commissioner which could be abused. The way it is framed in the original Bill seems to make it mandatory or a requirement, but here, it is as practical as possible. This means it basically waters down the exact provisions here.   • 25 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I do not support the amendment. For one, the Access to Information Act No.31 of 2016 has very clear provisions on how somebody can access public information. view
