Indeed, the substantive wording of urging and resolving is a grey area in this House. If you urge, it means you are just talking. You are just making a statement to entertain yourself and do the rest of the other things. Indeed, Moi Teaching and Referral Hospital, as we know it down there, is the only referral hospital covering the entire former Western Province, the entire Nyanza and most of the Rift Valley.
