Hon. Temporary Deputy Speaker, as I conclude, Hon. (Dr.) Pukose has taken us back to memory lane in 1992 when many of us were first years at the University of Nairobi. In fact, the only person I heard of then is 'Chief Justice' (CJ) T.J Kajwang’. He was a congress person although he was not known much. But I want to tell him that most of us, as he has clearly put, have never known the so-called Government and we have hardly lived. Whatever little we have, we have brought development and even where we have been in Government, I ...

Hon. Temporary Deputy Speaker, thank you for this opportunity to contribute. I do not know what the reference to withdrawal means, especially for the former BAC Chair. I do not know where he is withdrawing from; only God knows. I stand here to support the report of the Budget and Appropriations Committee but with reservations. First of all, it is unimaginable that seven days to the end of the financial year, we are still talking about a supplementary budget. Even if it is to actualise the President’s commitment to the county governments to fund them, he made this commitment way ...

Hon. Speaker, pursuant to Standing Order No.44(2)(c), I wish to request for a Statement from the Chairpersons of the Departmental Committee on Defence and Foreign Relations and the Departmental Committee on Administration and National Security on the continued harassment of Kenyans, particularly fishermen, by authorities from the Republic of Uganda in Lake Victoria.

On 16th June 2020, three Kenyan fishermen namely, Messrs Victor Ouma, Godfrey Sande and Douglas Wandera were ambushed and their fishing gears confiscated by policemen from the Republic of Uganda approximately 200 metres from the Kenya-Uganda border on the Kenyan side at Sio Port, Funyula Constituency. Mr. Ouma, who had earlier undergone a harrowing experience in the hands of the said foreign policemen, jumped into the lake in a bid to evade the illegal arrest, but unfortunately drowned. His lifeless body was retrieved two days later and buried thereby compelling the Ugandan authorities to release the other two fishermen and ...

Yes, Hon. Chair. When I came in, the chair on which I normally sit had been occupied. However, I support the predictability brought about by the amendment. However, my only point of concern is that seven years looks inordinately too long in view of the changing economic situations, inflation and the rest. Probably (inaudible) The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

fine could be too late in the day. But just to go on record, seven years period is a little too long. We have a cycle of five years and probably we could have considered five years. Thank you, Hon. Chairman.

Thank you, Hon. Temporary Deputy Speaker. I have been patiently waiting, but I am told the mistake was mine. Nevertheless, let me join my colleagues in congratulating Team Kenya led by the President, His Excellency Uhuru Muigai Kenyatta, and all those who were involved in lobbying for this position at the UN Security Council. It is a manifestation that Kenya is highly regarded in the world and, therefore, it is important that we sit where key decisions are being made. It is a reward for our dedication towards world peace and peace keeping missions in the region, especially Somalia. Also, ...

Thank you, Hon. Temporary Deputy Speaker. At the outset, let me also take this opportunity to thank the Committee on Finance and Planning for the wonderful exposition to the Finance Bill of 2020. As we have always stated everywhere, there is a typical cliché or slogan, "no taxation without representation". We, as Members of Parliament, have the sacred duty to ensure that any form of taxation that is imposed on the people of Kenya receive our attention and contribution. When the Finance Bill, 2020, was gazetted or printed, we, Members of Parliament, received many comments or requests to intervene from ...
