  • 15 Feb 2017 in Senate: Mr. Deputy Speaker, Sir, I respect the Chair and do not want to antagonize your ruling as the Speaker of this afternoon’s Session. It is just yesterday that we passed a list of new Members of the House Business Committee. That is hardly 20 hours ago. What has happened in the House today shows some discontent or “unco-operativeness” amongst the Members of that committee. What the Senate Majority Leader has expressed in this House is a show of no proper committal or vote of no The electronic version of the Senate Hansard Report is for information purposes only. • 15 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, allow me to move:- THAT, notwithstanding the provisions of standing order 249, the Senate resolves to vary the period within which the Procedure and Rules Committee should make its report on the periodic review of Standing Orders to the Senate, from six months to three months before the end of the term. Mr. Temporary Speaker, Sir, the reasons are obvious, noting that this year, we are constitutionally mandated to have an election on 8th August, which is slightly less than six months as provided for by Standing Order No.249 which I will read. It states that:- ... view
  • 15 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, as I reply, allow me to thank the Members for the sentiments they have expressed on this Motion. I take cognizance that they have been raised and promise that an avenue has been opened for Members to present their views on any of the Standing Orders they would want reviewed. To be more perfect, they are allowed to propose how they would want the reading to be. Mr. Temporary Speaker, Sir, without much ado, I beg to move. view
  • 14 Feb 2017 in Senate: Asante Bw. Naibu Spika.
  • 5 Jan 2017 in Senate: On a point of order, Mr. Speaker, Sir. Considering the fact that this House ordered the Committee on Legal Affairs and Human Rights and the Standing Committee on Information and Technology to have sessions with members of the public to compile the report that has just been tabled; noting that Members have not yet had time to read it and considering its importance as the voice of the people to this House on their views on the Bill that we are considering today, would I be in order to request that you create time at least to have some highlights ... view
  • 5 Jan 2017 in Senate: Mr. Speaker, Sir, I rise in reference to Standing Order No.88 (3), which states:- “In determining whether a debate is out of order on the grounds of anticipation, regard shall be had to the probability of the matter anticipated being brought before the Senate within a reasonable time”. In your wise ruling in the last Sitting, you did give a window for public participation, and members of the public have participated. It will be naive for you to forget your ruling as earlier determined and ignore the details of public participation to be a matter of importance in our determination ... view

  • 5 Jan 2017 in Senate: Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No. 99 on adjournment of debate on a Motion proposed to the House by Sen. Sang on limitation of time. You had hitherto ruled that the leadership of the House was to meet and make a decision on the same. Therefore, I move the Motion that we adjourn debate on the same until the leadership of the House gives us their decision. view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, in your communication, could you further confirm to the country that the second Senate of the Republic of Kenya since inception has had a tradition of maturity, peace, no wrangles and no fights? view
  • 28 Dec 2016 in Senate: On a point of order Mr. Speaker, Sir. Having keenly listened to Sen. Murkomen, I would want to draw your attention to Standing Order No. 30 and seek your interpretation of Standing Order No. 30(1) which states:- “Unless the Speaker for the convenience ofthe Senate otherwise directs, the Senate shall meet at 2.30p.m. on Tuesday, Wednesday and Thursday, but more than one sitting may be directed during the same day”. It means that what we did in the morning was one sitting and this is another sitting. The electronic version of the Senate Hansard Report is for information purposes only. ... view
