  • 17 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. My congratulations are to all my fellow Senators. I have looked at the list as proposed to us by the Senate Majority Leader. Indeed, pursuant to Standing Order No.174, the list is in order. However, I would like to remind the political parties that they should, henceforth, not continue with the mischief of giving more appointments to single individuals. I have seen--- view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, I have seen Members who have already been appointed to some substantive positions in this House already being given extra responsibilities. I believe every hon. Senator in this House has the ability and intelligence to be appointed to some committees. Maybe we may excuse the political parties for this now, but we would wish to see every hon. Senator participate in committees thereafter. I support the sentiments as raised by Sen. Hassan and Sen. Billow. There must be due consideration for areas that have hitherto been marginalized in leadership. This should be observed in due course, otherwise, ... view
  • 17 Apr 2013 in Senate: Mr. Speaker, Sir, I strongly also support the views of Sen. Haji. Accepting this Motion as it is would put some of the Senators in this House in bad repute in their areas of jurisdiction and especially so where the news media and every Kenyan will know that the Senate did adjourn so that Senators should attend the opening of the County Assemblies. In any case, this Motion should have said; Senators to attend the events “if possible”. The way it is, it is not possible. So, I would want to make an amendment to this Motion on the second ... view
  • 28 Mar 2013 in Senate: On a point of order, Mr. Speaker, Sir, allow me to congratulate you and inform you that I wish to withdraw my candidature for the election to the Office of the Deputy Speaker of the Senate before the commencement of the ballot. Will I therefore be in order to proceed and table my withdrawal letter? view
  • 19 Dec 2012 in National Assembly: Mr. Speaker, Sir, allow me to appreciate and thank His Excellency the President, Hon. Mwai Kibaki, for the services he has given to this country. On behalf of the minorities and hitherto marginalized communities of this country, allow me to show just a little example of what he has done. My community, the Kuria people, for the first time in the history of Kenya, was given the opportunity to serve in the Cabinet as full Cabinet Minister. We also had an ambassador albeit briefly. That will not be forgotten in the history of Kenya. Thank you and God bless you. view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) Indeed, I am aware that there have been delays in compensation for land acquired for road construction because of lengthy procedure in land acquisition. (b) May I inform the Member that compensation for those affected will be done immediately my Ministry receives payment schedule from the Commissioner of Lands. view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, whereas the answer may not be very pleasing to the Member, it is the truth. Indeed, we had Gazette Notice on 30th of March this year which was showing the intention to acquire the land. Valuation of the affected properties was done in July this year. The valuation reports and the payments to be made are being awaited for from the Commissioner of Lands. My hands are tied up by the law. There is nothing I can do, but to tell the hon. Member to be patient. From now to July is not too long. I know ... view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, I have heard the request from the hon. Member. It is true that it should be that way. I will endevour to ensure that, that is done. May I assure Dr. Laboso that, by the end of January, these citizens will have been paid this money. I will follow it up. view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, I have heard it. As the Assistant Minister for Roads, I will act. view
  • 18 Dec 2012 in National Assembly: Mr. Speaker, Sir, hon. Members do not have to bring Questions to this House for that to be done. But once a Question has been brought to the House by a Member, it is my duty to give answers and information that is in the Ministry. The information I have given today is not as a result of hon. Member’s Question, but it is what has been planned and is being done. view
