On a point of order, Mr. Deputy Speaker, Sir. I think that it is unfair to accuse the Chairman for tabling a corrigendum of the Report. It would only be fair if we sincerely look at the Report without making such accusations. I think it is not in order to accuse him.

Thank you, Mr. Temporary Deputy Speaker, Sir. As I support the County Governments Bill as proposed to us by the Deputy Prime Minister and Minister for Local Government, I have a few points to make. Indeed, the Chapter on Devolution created a lot of concern in the last referendum. As the Member of Parliament for Kuria, I opposed the referendum on this very Chapter because of the thought of marginalization when it is operationalized. I have read through this Chapter and I think it is fairly done. Congratulations to the Deputy Prime Minister and Minister for Local Government. However, there ...

The current Independent Electoral and Boundaries Commission (IEBC) interfered grossly with some of these recommendations to the detriment of the communities who were affected. I have in mind my constituency where we have two districts which are operational and have been there for some years. The people’s recommendation was that the existing districts should be turned into constituencies with the existing boundaries. That had been accepted for many years without any commotion. This Commission decided to interfere with the cohesion of these people and moved two wards from Kuria West Constituency to Kuria East Constituency. As I speak, there is ...

Mr. Temporary Deputy Speaker, Sir, I will check my language. My apologies! We are trying to look at the document that we have now. I am praying that the Committee that is going to look into the petitions that have been given to this House looks keenly into the anomalies that have been introduced into the Commission report. It should also look keenly into the partisan practices of some of the Commissioners who have decided to put aside their calling and decided to take part in taking partisan decisions in moving arbitrarily some wards from one area to another. I ...

On a point of order, Mr. Speaker, Sir. Will I be in order to request that the Questioner, hon. Khalwale, be asked to define the term “joy-riders” in part “c” of the Question? What I know is that all the people who went to these games came back joyful and riding in the same plane as the Minister?

On a point of order, Mr. Speaker, Sir. The facts of this Question point to the thief who is called Ochieng. No Kuria is ever called Ochieng. Is the Assistant Minister in order to paint my people in bad faith in this issue? My people do not steal!

On a point of order, Mr. Speaker, Sir. You have clearly ruled that the Assistant Minister should not refer to my community on this issue and he is still persisting. Is he in order?

Mr. Temporary Deputy Speaker, Sir, I thank you for your prayers. I am now as fit as a fiddle to carry on with the work of nation building. Indeed, the physiological needs of the girl-child cannot be under-estimated in the development of a country. Eng. Gumbo has focused his thoughts on girls aged between 15 and 25 years. Our knowledge shows that menstruation starts as early as at the age of nine years. It is, in fact, documented in medical books that a six year old is the youngest girl that has been known to be pregnant. In Kenya, we ...
