On a point of order, Madam Temporary Deputy Speaker. A Member has made what I would call an allegation against the Leader of Government Business in the House. The allegation has not been substantiated. He has not tabled any document to show that, indeed, he was given a letter. Would I, therefore, be in order to request the Chair either to completely quash the Memberâs complaint or to adjourn this Motion to tomorrow, when he will be able to table that letter?

Indeed, hon. Karua is right. There is no clause in the Constitution that gives us transition status of the Budget. This Constitution says the Budget should actually be in March, not even in June. This is in total disregard to the East African Community Treaty. This we said, but nobody listen to us. This is an anomaly. Unfortunately, I think this is one of the ten chapters that can only be amended by a referendum.

Mr. Speaker, Sir, it is a good day that we hear such noble words from the hon. Member who has petitioned on behalf of hon. Seroney and hon. Shikuku. For us who were old enough at that time, it was a period to reckon. There was gagging of the people of this country not to speak anything about the truth and even in areas where immunity was provided, for example, Parliament. It is a shame that this country has lived with. It is a shame that this country needs to wash itself so that this House can be clean again. ...
