  • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, we should also consider the distribution of this fund to different regions on the basic consideration of the poverty index. There are certain regions which are poorer than others. That is where the fund should be more concentrated. It should not be a fund that encourages more marginalization of poor areas by subjecting many students to a situation where they cannot be able to access higher education because they cannot fund themselves. Therefore, the poverty index should be very much used in deciding on where this fund should be distributed. view
  • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, university education is a right. It is unfortunate that not everybody who has qualified to go to the university gets that access. This is an anomaly that must be corrected and must be corrected very quickly. Indeed, like one hon. Member said, a student who attains a mean grade C+ in rural schools could even be better than a student who has attained an A in the city. In any case, the distribution of resources in secondary schools is not equal and, unfortunately, the kind of education that we are going to encourage using the county ... view
  • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, the hon. Member who has raised the point of order is known to encourage academic menopause. He has said so eloquently in this House and I believe that is what he intends for the marginalized community. view

  • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, indeed, I share the sentiments expressed by Mr. Musila. This is a statement that was introduced to the House by Dr. Khalwale. It is a medical term that describes a state at which a woman stops being fertile and he extended the statement to men and I complained to the Chair before Mr. Musila came in. It is unfortunate that this time, it had to be used in that context, because this is a serious issue. view
  • 1 Sep 2010 in National Assembly: Madam Temporary Deputy Speaker, since the hon. Member knows that I have come to loggerheads with the Committee referred to as the National Cohesion and Integration Committee, he wants now to knock my head against that Committee. So, I will withdraw for that reason. view
  • 31 Aug 2010 in National Assembly: Madam Temporary Deputy Speaker, in supporting this Bill, I take great cognizance of the memorandum, objectives and reasons as to why the Minister has decided to bring this Schedule to us. I take great cognizance of the amendment that he has suggested in Section 3 Cap 405 which talks about the dominance of the hand. Which hand is dominant when it is incapacitated? It is also important to note that the dominant side of the brain that is mostly used for usual actions and activities is important in the way the anatomy of man is. Therefore, compensation must be deferred ... view
  • 8 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the hon. Member in order to impute improper motive on the hon. Member of Parliament for Kuria Constituency, referring to him as a creature ? What type of a creature am I? I am a homosapiens! view
  • 8 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Please, an apology would be appropriate. view
