  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, while I appreciate the concern of the hon. Member, I do not have a lot of reasons to doubt my officers who went on the ground. But I will endeavour to send another team to inspect and verify what the hon. Member has just said in the House. In any case, the contract period of nine months has a defect liability period of six months, during which we will monitor the road and see how the contractor repaired it. view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I want to thank the hon. Member for inviting me to his constituency. We will meet and organize when I can visit the area. ESCALATION OF INSECURITY IN NYAMBENE DISTRICT view
  • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I confirm that the KRB allocates each constituency an equal amount of money without regard to the size, under the 20 per cent portion of constituencies. (b) My Ministry does not intend to change the method since it can only be changed by Parliament through an amendment to the Kenya Roads Board Act. view
  • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I have clearly stated that I have no intention of changing this method. The hon. Member is at liberty to introduce in Parliament a Private Member's Motion to ask the House to change this Act. It requires a minimum majority of the membership of this House to pass such a Motion. My support will not be there, but if he convinces hon. Members, the law will be changed. Maybe, the important issue here is for the hon. Member to fight for sub- division of his constituency, which is overdue. Some hon. Members think that there are ... view
  • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to reserve my comment on that question. However, I would like to advise the hon. Member to highlight his predicament in writing or come to my office to do so. The Minister also has the discretion to order for funds for construction of roads that might be very important. So, he is at liberty to do so. view
  • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I will endeavour to deliver the Ministerial Statement on Tuesday next week. view
  • 16 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The hon. Member said that he has a voucher with him which he referred to while asking a supplementary question. Would it not be in order for him to table that voucher, so that the Assistant Minister can respond to his allegations? view
  • 9 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it not the tradition of this House that only one question is asked at a time and not two or more questions? The hon. Member has the practice of asking too many questions at a go. view
  • 9 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The Ministry is aware of several routes from Kikopey to Narok, but not the one via Kiptangwanyi. Therefore, there are no construction plans for that road. (b) The route from Suswa to Maiella has not been classified between Nkangara to Maela and, as such, cannot attract any funding by the Ministry. The Maiella-Kongoni-Elementaita Road is an "E" classified road and falls under the purview of the District Roads Committee. The Elementaita-Lanet Road has a "D" classification and also falls under the purview of the District Roads Committee. It is, therefore, the ... view
  • 9 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, whereas I appreciate the sympathy the hon. Member has given to the Ministry of Roads for losing one of our Ministers, may I remind him that we have two Ministers in the Ministry and not three because one is dead. Mr. Deputy Speaker, Sir, the road from Kikopey to Narok is composed of several roads, that is D331, which is Kikopey-Elementaita to Mau Narok Road - it is about 37 kilometres - and C57, which is the road from Mau-Narok to Narok Road, and it is about 70 kilometres. Maybe, the surveyors he saw were as ... view
