Thank you, Mr. Speaker, Sir. Standing Order No.110(1) on Disorderly Conduct states:- “Conduct is grossly disorderly if the Senator concerned – (i) acts in any other way to the serious detriment of the dignity or orderly procedure of the Senate” Would I be in order to request that you rule the Senate Majority Leader disorderly?

Mr. Speaker, Sir, the importance of tourism in the economy of Kenya cannot be underscored. The Mara Conservancy actually neighbours my county, Migori County. Interference with the same also affects the economy of Migori County. The management of the transition in many counties is wanting. Actually, many resources that were hitherto collected by many counties are yet to be fully accounted for by many of the current governors in this country. Therefore, this is just one example of what is likely to happen in many counties in the process of accounting for what had been a normal collection by the ...

Mr. Speaker, Sir, about four years back, in the exercise of trying to interpret the constitutional draft of the Sessional Paper No.3 of August 2008, on the National Land Policy, I was bundled and thrown into jail and labeled, “hate speech monger.” This was done without even having printed my speech for Kenyans to validate what I was trying to educate them on. Mutula Kilonzo Jnr., the Bill that has been brought to the House today is just one of the 26 Bills that have been noted by this House to have been erroneously presented to the President for assent. In my own opinion and maybe requesting the ruling on the matter, I think we should proceed to the court to defend and protect the Constitution of Kenya by showing our concern and refusal to accept the constitutionality of the other Bills that have been signed unproceduraly by ...

On a point of order, Mr. Speaker, Sir. As you may have noticed, we have spent a lot of paper for very little information, although of significance to this House. Am I in order to say that facilitation that had been hitherto thought of, of changing the modalities of communication in this House to the digital status be now fast tracked?

Thank you, Mr. Speaker, Sir. As I support this Motion, the relevance of the facts that have been given to us by the Seconder of the Motion, especially so, hinged on biological needs of the human being cannot be underestimated. We have been having three Members of this Panel. However, as you very well know that one of the three Members is a Member of the Pan African Parliament (PAP). Therefore, practically, in most cases, especially when that Parliament is on, we have only two Members who also have to do their duties in Committees and all that entails that ...
